С. 15-21.У статті проаналізовано окремі історико-правові аспекти формування державної міграційної політики України, діяльності органів внутрішніх справ щодо участі в реалізації міграційної політики України, а надто у сфері протидії незаконній міграції. Здійснено дослідження формування нормативно-правової бази, визначення місця й ролі структурних підрозділів МВС у реалізації завдань на цьому напрямку їх діяльності. Розглянуто напрямки вдосконалення роботи органів внутрішніх справ із посилення ефективності міграційного контролю, запропоновано окремі заходи на законодавчому та інституційному рівні для підвищення ефективності державної політики у сфері управління міграцією та державними кордонами України. The article analyzes some historical and legal aspects of the formation of the state migration policy of Ukraine, the activities of the Interior regarding the participation in the implementation of the migration policy of Ukraine, especially in the field of combating illegal migration. It was determined that after gaining independence, one of the factors that throughout the period of formation of Ukraine as an independent state significantly affects the increase in crime and a conflict factor in the social, political and other spheres of public life of the Ukrainian state, began to illegal migration. A study of the formation of the legal framework regulating migration processes, it was concluded that At the conclusion of international experts, Ukraine has formed a liberal migration legislation. Characteristics of organizational direction to ensure the effective management of migration flows, addressing the creation of a single State Migration Service. It is concluded that an effective manner the functioning of the State Migration Service of Ukraine is possible only as part of the Ministry of Interior as a body of government control, rather than the central body of executive power. Characterized by the place and role of the structural units of the Ministry of Interior in the implementation of tasks in this area of activity. The directions of improving the work of bodies of internal affairs to strengthen the effectiveness of migration control, formulated proposals on the legislative and institutional level to improve the efficiency of the state policy in the sphere of migration and the Ukrainian border management.uk-UA
