У тезах досліджуються перспективи розвитку цивільного законодавства України в умовах воєнного стану з акцентом на проблематику спадкових правовідносин. Проаналізовано основні труднощі, що виникають у сфері спадкування, зокрема у зв’язку з обмеженим доступом до нотаріальних послуг, переміщенням осіб, втратою документів та порушенням строків прийняття спадщини. Окрему увагу приділено особливостям правового регулювання спадкових відносин в умовах воєнного стану та необхідності його адаптації до сучасних викликів. Обґрунтовано доцільність удосконалення нормативної бази, впровадження цифрових механізмів у сфері нотаріату та посилення гарантій захисту прав спадкоємців. Зроблено висновок про необхідність комплексного реформування цивільного законодавства з урахуванням умов воєнного часу.
The thesis examines the prospects for the development of civil legislation of Ukraine under martial law, with a focus on inheritance issues. The main challenges arising in the field of inheritance are analyzed, including limited access to notarial services, displacement of persons, loss of documents, and violation of deadlines for acceptance of inheritance. Particular attention is paid to the specifics of legal regulation of inheritance relations under martial law and the need to adapt it to current challenges. The study substantiates the necessity of improving the regulatory framework, implementing digital mechanisms in the notarial system, and strengthening the protection of heirs’ rights. It is concluded that comprehensive reform of civil legislation is required, taking into account the conditions of wartime.
Інтеграція тактичної, вогневої та спеціальної фізичної підготовки у системі професійної підготовки поліцейських

У статті розкрито проблему інтеграції тактичної, вогневої та спеціальної фізичної підготовки у системі професійної підготовки поліцейських. Обґрунтовано, що фрагментарний підхід до формування окремих складових підготовки не забезпечує належного рівня готовності до дій в умовах підвищеного ризику. На прикладі освітньої сертифікатної програми «Тактика командного затримання» доведено доцільність упровадження інтегрованих форм навчання з метою формування поліцейського, здатного ефективно діяти в умовах підвищеного ризику.
The article addresses the problem of integrating tactical, firearms and special physical training within the system of professional training of police officers. It is substantiated that the fragmented formation of individual components of profes-sional training does not ensure an adequate level of police readiness to act in high-risk conditions. It is noted that effective law enforcement activity requires a holistic approach, which provides for the coordinated development of tactical skills, firearms proficiency and special physical readiness, taking into account psycho-emotional stress and the real conditions of service activity.In the course of the study, scientific approaches of domestic scholars to the problems of professional training of police officers were analyzed, and the main shortcomings of the separate teaching of tactical, firearms and special physical training in higher education institutions with specific training conditions were identified. The expediency of implementing integrated forms of training focused on modeling real service situations is emphasized.The practical implementation of the integrated approach is considered using the example of the educational physical training program for police officers «Team Detention Tactics», developed within the framework of the innovative project «DonDUVS. Police. Grappling». It is emphasized that the use of such programs contributes to the formation of stable pro-fessional skills, increases the level of coordination of police officers’ actions, and ensures the safe and lawful use of force.It is concluded that the integration of tactical, firearms and special physical training is a necessary condition for forming a professionally reliable police officer capable of acting effectively in the face of modern challenges of law enforcement activity.
Тактична та вогнева підготовка поліцейських як складові формування професійної готовності до дій в умовах підвищеного ризику

У статті проаналізовано роль тактичної та вогневої підготовки у формуванні професійної готовності поліцейських до дій в умовах підвищеного ризику. Доведено необхідність їх інтеграції зі спеціальною фізичною підготовкою. Обґрунтовано, що ефективність правоохоронної діяльності значною мірою залежить від здатності поліцейських оперативно оцінювати тактичну обстановку, приймати обґрунтовані рішення в умовах дефіциту часу та невизначеності, а також застосовувати вогнепальну зброю відповідно до вимог законодавства і принципів особистої та публічної безпеки. Доведено, що комплексний підхід, орієнтований на моделювання реальних службових ситуацій, формує професійно надійного працівника поліції .
The article provides a comprehensive analysis of the role of tactical and firearms training in forming the professional readiness of police officers to perform duties in high-risk conditions. The relevance is determined by the increasing violent crimes, illegal firearms trafficking, and complexity of the operational environment. It is substantiated that law enforcement effectiveness largely depends on the ability to promptly assess tactical situations, make well-founded decisions under time pressure and uncertainty, and apply firearms in accordance with legal requirements and safety principles. The study ana-lyzes scientific approaches of domestic scholars to tactical, firearms, and special physical training problems. It identifies implementation peculiarities in higher education institutions with specific training conditions. Most scientific works consider tactical and firearms training mainly in isolation, without proper consideration of their interrelationship and influence on holistic professional readiness formation. The research emphasizes that firearms use always occurs within a specific tactical situation and is accompanied by significant psycho-emotional and physical stress, necessitating integration of these training components. The expediency of using a comprehensive approach to organizing police training is highlighted, focused on modeling real service situations and forming stable professional skills. It is concluded that combining tactical and firearms training within a unified system creates prerequisites for forming a professionally reliable police officer capable of acting effectively, lawfully, and safely in high-risk conditions.
Фізична витривалість як запорука ефективного та етичного захисту прав жінок, дітей та осіб з інвалідністю в кризових ситуаціях

У статті розглянуто роль фізичної культури і спорту як важливого чинника формування здорового способу життя, профілактики захворювань, розвитку особистості та утвердження національної ідентичності. Проаналізовано основні положення державної політики у цій сфері відповідно до Державної цільової соціальної програми розвитку фізичної культури і спорту до 2025 року та визначено можливі варіанти її реалізації. Обґрунтовано переваги оптимального підходу, що передбачає взаємодію державних органів, місцевого самоврядування та громадянського суспільства. Висвітлено негативний вплив воєнного стану на розвиток спортивної інфраструктури та фізкультурно-оздоровчої діяльності. Запропоновано комбінований підхід до розвитку фізичної культури і спорту, який поєднує національно-патріотичне виховання, популяризацію здорового способу життя та розвиток військово-прикладних видів спорту. Окреслено значення фізичної підготовки молоді, зокрема в контексті базової загальновійськової підготовки, а також підкреслено роль спорту у зміцненні суспільної стійкості та підвищенні міжнародного іміджу держави.
The article considers the role of physical culture and sports as an important factor in the formation of a healthy lifestyle, disease prevention, personality development and the affirmation of national identity. The main provisions of state policy in this area are analyzed in accordance with the State Targeted Social Program for the Development of Physical Culture and Sports until 2025 and possible options for its implementation are identified. The advantages of the optimal approach, which involves the interaction of state bodies, local governments and civil society, are substantiated. The negative impact of martial law on the development of sports infrastructure and physical culture and health activities is highlighted. A combined approach to the development of physical culture and sports is proposed, which combines national-patriotic education, the popularization of a healthy lifestyle and the development of military-applied sports. The importance of physical training of youth is outlined, in particular in the context of basic combined-arms training, and the role of sport in strengthening social stability and improving the international image of the state is emphasized.

У статті проаналізовано державну політику у сфері фізичної культури і спорту в Україні в контексті реалізації Державної цільової соціальної програми розвитку до 2025 року. Розглянуто основні варіанти розвитку галузі, серед яких обґрунтовано доцільність оптимального підходу, що передбачає взаємодію державних органів, місцевого самоврядування та громадянського суспільства. The article analyzes the state policy in the field of physical culture and sports in Ukraine in the context of the implementation of the State Targeted Social Development Program until 2025. The main options for the development of the industry are considered, among which the feasibility of the optimal approach, which involves the interaction of state bodies, local governments and civil society, is substantiated. The impact of martial law and armed aggression on the functioning of sports infrastructure and the development of physical culture is highlighted. A combined approach to organizing physical training of the population is proposed, which combines the development of sports, national-patriotic education and the introduction of military-applied sports. The role of physical culture in the formation of a healthy lifestyle, civic identity and training of youth for basic military training is outlined. The importance of developing physical qualities and popularizing sports as a factor in strengthening national security and social stability is emphasized.
Фізичні вправи з бойових мистецтв для курсантів в умовах воєнного стану

У тезах доповіді розглянуто особливості використання фізичних вправ з бойових мистецтв у системі фізичної підготовки курсантів закладів вищої освіти із специфічними умовами навчання в умовах воєнного стану. Обґрунтовано значення занять єдиноборствами як ефективного засобу підтримання фізичного та психологічного стану здобувачів освіти, формування їх стресостійкості, самоконтролю та готовності до професійної діяльності.
Проаналізовано зміст фізичної підготовки, що включає розвиток гнучкості, витривалості, швидкісно-силових якостей, а також опанування техніко-тактичних елементів бойових мистецтв, зокрема стійок, пересувань, ударної техніки та техніки захисту. Окрему увагу приділено використанню методів психофізичної підготовки, зокрема аутотренінгу та ідеомоторного тренування, що сприяють регуляції емоційного стану та підвищенню ефективності навчально-тренувального процесу.
Наголошено, що впровадження системи вправ з бойових мистецтв у навчальний процес сприяє всебічному розвитку курсантів, зміцненню їх фізичного здоров’я, формуванню морально-вольових якостей та підвищенню рівня професійної підготовленості майбутніх правоохоронців.
The report's theses consider the features of using physical exercises in martial arts in the system of physical training of cadets of higher education institutions with specific training conditions under martial law. The importance of martial arts classes as an effective means of maintaining the physical and psychological state of students, forming their stress resistance, self-control and readiness for professional activity is substantiated.
The content of physical training is analyzed, which includes the development of flexibility, endurance, speed and strength qualities, as well as mastering the technical and tactical elements of martial arts, in particular stances, movements, striking techniques and defense techniques. Special attention is paid to the use of psychophysical training methods, in particular autotraining and ideomotor training, which contribute to the regulation of the emotional state and increasing the effectiveness of the educational and training process.
It was emphasized that the introduction of a system of martial arts exercises into the educational process contributes to the comprehensive development of cadets, strengthening their physical health, forming moral and strong-willed qualities, and increasing the level of professional preparedness of future law enforcement officers.

У тезах доповіді розглянуто теоретико-методичні засади технічної та тактичної підготовки в єдиноборствах як важливої складової фізичного виховання здобувачів вищої освіти, зокрема курсантів закладів із специфічними умовами навчання. Обґрунтовано актуальність впровадження спортивно-орієнтованого підходу до фізичної підготовки, що сприяє підвищенню мотивації молоді до занять фізичною культурою та формуванню здорового способу життя.
Розкрито сутність технічної підготовки як процесу формування та вдосконалення рухових навичок, необхідних для ефективного виконання змагальних дій, а також охарактеризовано роль тактичної підготовки, яка визначає здатність спортсмена раціонально використовувати технічний арсенал у змінних умовах поєдинку. Особливу увагу приділено взаємозв’язку технічної майстерності та тактичного мислення, що забезпечує успішність виступу спортсмена.
Наголошено на специфіці єдиноборств як виду спорту, що передбачає безпосереднє протиборство суперників, необхідність швидкого прийняття рішень, адаптацію до змінної ситуації та поєднання різних технічних дій. Зроблено висновок, що ефективна техніко-тактична підготовка сприяє підвищенню рівня фізичної підготовленості, розвитку психологічної стійкості та формуванню професійно важливих якостей майбутніх правоохоронців.
The abstracts of the report consider the theoretical and methodological principles of technical and tactical training in martial arts as an important component of physical education for higher education students, in particular cadets of institutions with specific learning conditions. The relevance of implementing a sports-oriented approach to physical training is substantiated, which contributes to increasing the motivation of young people to engage in physical culture and forming a healthy lifestyle.
The essence of technical training is revealed as a process of forming and improving motor skills necessary for the effective performance of competitive actions, and the role of tactical training is also characterized, which determines the athlete's ability to rationally use the technical arsenal in changing conditions of the fight. Special attention is paid to the relationship between technical skill and tactical thinking, which ensures the success of the athlete's performance.
The specificity of martial arts as a sport that involves direct confrontation of rivals, the need for quick decision-making, adaptation to a changing situation and a combination of various technical actions is emphasized. It was concluded that effective technical and tactical training contributes to increasing the level of physical fitness, developing psychological resilience, and forming professionally important qualities of future law enforcement officers.

У статті здійснено комплексний аналіз ролі спеціальної фізичної підготовки у формуванні готовно-сті поліцейських до виконання тактико-вогневих завдань у процесі правоохоронної діяльності. Об-ґрунтовано, що спеціальна фізична підготовка є системоутворювальним компонентом професійної підготовки поліцейських, який забезпечує ефективність реалізації тактичних рішень та вогневих дій в умовах підвищеного фізичного і психоемоційного навантаження. Розкрито взаємозв’язок спеціальної фізичної, тактичної та вогневої підготовки, визначено вплив розвитку спеціальних фізичних якостей на точність стрільби, стійкість до втоми та здатність діяти у складі підроз-ділів. Наголошено на доцільності інтегрованого підходу до організації підготовки поліцейських у закладах вищої освіти зі специфічними умовами навчання.
The article provides a comprehensive analysis of the role of special physical training in shaping the professional read-iness of police officers to perform tactical and fire tasks in the course of law enforcement activities. It is substantiated that special physical training is not an auxiliary, but a system-forming component of professional training, which ensures the effective implementation of tactical decisions and the lawful and safe use of firearms under conditions of increased physical load, time deficit, and psycho-emotional stress.The study emphasizes that real service situations faced by police officers are characterized by dynamic changes in the operational environment, high levels of physical exertion, and the need to make prompt and responsible decisions. Under such conditions, the effectiveness of tactical actions and fire engagement largely depends on the level of development of special physical qualities, including strength endurance, coordination, speed of reaction, and resistance to fatigue. The interrelationship between special physical, tactical, and fire training is revealed, demonstrating that insufficient physical preparedness significantly reduces the practical value of tactical knowledge and shooting skills acquired in standard train-ing conditions.Particular attention is paid to the influence of physical fatigue on psychophysiological processes, such as attention, accuracy of movements, emotional stability, and decision-making quality. It is determined that systematic special physical training contributes to the formation of stress resistance, enhances control over motor actions during firearm use, and increases the reliability of professional behavior in extreme situations. The article also highlights the importance of devel-oping unit-level interaction skills, as coordinated actions within tactical groups require a high level of physical readiness and functional stability.The feasibility of implementing an integrated approach to police training in higher education institutions with specific training conditions is substantiated. This approach involves combining special physical, tactical, and fire training within unified training scenarios that simulate real combat situations. It is concluded that the integration of these components creates prerequisites for forming a professionally reliable police officer capable of acting effectively, lawfully, and safely in modern law enforcement challenges.
Особливості проведення евакуації постраждалого цивільного населення у разі терористичних дій

У тезах доповіді здійснено комплексний аналіз особливостей організації та проведення евакуації постраждалого цивільного населення в умовах терористичних дій. Розкрито нормативно-правові засади забезпечення безпеки населення, зокрема положення Конституції України, Закону України «Про боротьбу з тероризмом», Кодексу цивільного захисту України та інших актів, що регламентують діяльність суб’єктів цивільного захисту.
Окреслено сутність евакуації як одного з ключових заходів реагування на надзвичайні ситуації, визначено її види, порядок прийняття рішень щодо проведення та рівні управління евакуаційними процесами. Особливу увагу приділено організаційним аспектам евакуації, зокрема плануванню, оповіщенню населення, забезпеченню транспортування та життєзабезпечення евакуйованих осіб.
Проаналізовано специфіку проведення евакуаційних заходів у контексті терористичних загроз, що характеризуються високим рівнем небезпеки, непередбачуваністю та необхідністю оперативного реагування. Наголошено на важливості міжвідомчої взаємодії органів державної влади, правоохоронних структур та громадськості для забезпечення ефективності евакуаційних заходів.
Зроблено висновок, що ефективна евакуація в умовах терористичних дій потребує комплексного, системного та завчасно спланованого підходу, що поєднує нормативне регулювання, організаційні механізми та практичну підготовку суб’єктів реагування.
The report's theses provide a comprehensive analysis of the specifics of organizing and conducting evacuation of the affected civilian population in the context of terrorist acts. The regulatory and legal principles for ensuring public safety are disclosed, in particular, the provisions of the Constitution of Ukraine, the Law of Ukraine "On Combating Terrorism", the Civil Defense Code of Ukraine and other acts regulating the activities of civil defense entities.
The essence of evacuation as one of the key measures of responding to emergencies is outlined, its types, the procedure for making decisions on the conduct and levels of management of evacuation processes are determined. Particular attention is paid to the organizational aspects of evacuation, in particular, planning, notifying the population, ensuring transportation and life support for evacuated persons.
The specifics of conducting evacuation measures in the context of terrorist threats, characterized by a high level of danger, unpredictability and the need for a prompt response, are analyzed. The importance of interagency cooperation between state authorities, law enforcement agencies and the public to ensure the effectiveness of evacuation measures is emphasized.
It is concluded that effective evacuation in the context of terrorist acts requires a comprehensive, systematic, and pre-planned approach that combines regulatory regulation, organizational mechanisms, and practical training of responders.
Відсторонення від посади за Кримінальним процесуальним кодексом України: від інтересів правосуддя до забезпечення прав та свобод людини

Автором досліджено проблему застосування відсторонення від посади як запобіжного заходу у кримінальному провадженні, визначено його правову природу та практику застосу вання в Україні з урахуванням європейських стандартів захисту прав людини. Відсторонення від посади має особливе значення, оскільки обмежує конституційне право на працю, гаран товане Конституції України. Законодавство України та практика Європейського суду з прав людини передбачають застосування цього заходу лише за наявності доведених підстав із дотриманням принципів законності, необхідності, пропорційності та поваги до презумпції невинуватості. Визначено ключові критерії для ухвалення рішення про відсторонення: наяв ність доказів зв’язку інкримінованого діяння з посадовими обов’язками, можливі ризики пере шкоджання кримінальному провадженню, неможливість досягнення процесуальної мети, про порційність втручання та забезпечення матеріальних гарантій особи. Проаналізовано судову практику, яка свідчить про застосування цих критеріїв, що створює розрив між національною практикою та європейськими стандартами. Особливу увагу приділено категоріям службових осіб, суддів та посадовців, призначених Президентом України, для яких відсторонення має диференційовані гарантії та особливий порядок застосування. Розглянуто строки відсторо нення, порядок змагального розгляду клопотання, оцінку доказів і наслідки для приватної та публічної сфери, зокрема вплив на діяльність органів і матеріальний стан особи. Визначено, що відсторонення від посади є винятковим заходом, застосовуваним лише за наявності обґрун тованих підстав, що забезпечує баланс між ефективністю кримінального провадження та захи стом прав і свобод людини, сприяє дотриманню принципу верховенства права та належному функціонуванню системи правосуддя з урахуванням можливих наслідків застосування такого заходу забезпечення кримінального провадження.
The author examines the issue of applying suspension from office as a preventive measure in criminal proceedings, determining its legal nature and practice of application in Ukraine, taking into account European standards of human rights protection. Suspension from office is of particular importance because it restricts the constitutional right to work guaranteed by the Constitution of Ukraine. Ukrainian legislation and the practice of the European Court of Human Rights provide for the application of this measure only if there are proven grounds, in compliance with the principles of legality, necessity, proportionality, and respect for the presumption of innocence. Key criteria for deciding on suspension have been identified: the existence of evidence linking the alleged act to official powers, possible risks of obstruction of criminal proceedings, the impossibility of achieving the procedural goal, the proportionality of the intervention, and the provision of material guarantees for the person. The court practice that demonstrates the application of these criteria has been analyzed, revealing a gap between national practice and European standards. Particular attention is paid to categories of officials, judges, and officials appointed by the President of Ukraine, for whom removal has differentiated guarantees and a special procedure for application. The terms of removal, the procedure for adversarial consideration of motions, the assessment of evidence, and the consequences for the private and public spheres, in particular the impact on the activities of authorities and the material situation of the person, are considered. It has been determined that removal from office is an exceptional measure, applied only when there are reasonable grounds, which ensures a balance between the effectiveness of criminal proceedings and the protection of human rights and freedoms, promotes compliance with the principle of the rule of law and the proper functioning of the justice system, taking into account the possible consequences of applying such a measure to ensure criminal proceedings.
