S.Статтю присвячено дослідженню громадської експертизи діяльності органів виконавчої влади. Зроблено висновок, що громадська експертиза – це інструмент або форма громадського контролю, спрямована на досягнення прозорості роботи органів державної влади та місцевого самоврядування для забезпечення реалізації та захисту прав і свобод громадян, а також для формування і розвитку громадянської правосвідомості. Щодо громадської експертизи органів виконавчої влади слід зазначити, що це все ж таки оцінка їхньої діяльності та ефективності прийняття ними рішень і виконання цих рішень. Over the latest 5–10 years, the vocabulary of Ukrainian civil society has increasingly used such concepts as «public monitoring», «public expertise», «public control». This technology is of particular importance in the context of the fact that public control is the basic component of democratic governance. European practice has various forms of such control in its arsenal, which has become a good tradition and a guarantee of democracy in the past world. Back in 2008, the Cabinet of Ministers of Ukraine, namely on November 5, 2008, by Resolution No. 976 adopted the Procedure for Assisting in the Public Expertise of the Executive Authorities Activity. This means that the establishments of civil society, can assess the effectiveness of the activities of any executive authority of Ukraine, according to a certain procedure, as well as they can carry out the procedure for taking into account the latest results of public expertise. Public expertise makes it possible to assess the activities of public authorities, as well as to influence their policies and execution of decisions. The study and unambiguous understanding of public expertise will help to avoid problems in the practical implementation of human and civil rights and freedoms through difficulties.Документ Сутність громадської експертизи в Україні( ФОП Секішова, Донецький юридичний інститут МВС України, 2020) Буга Г. У дослідженні зроблено висновок, що поняття громадської експертизи ще недостатньо визначено ані в нормативно-правових актах, ані в науковій літературі. Варто наголосити, що згадане поняття, а саме «громадська експертиза», є новим явищем для вітчизняної науки та практики, тому воно потребує всебічного та глибокого дослідження. Modern world practice shows that ensuring good state government is impossible without observing the principle of publicity as one of the basic conditions of a democratic state based on the rule of law. The implementation of this principle implies the need to establish and maintain a close relationship between public administration and society, citizens, implementation and ensuring the feasibility of effective public control over the activities of authorities, to establish transparency in the functioning of executive authorities, local self-government. So, modern Ukrainian society quite often faces the need to overcome crisis phenomena.
