    Удосконалення механізмів комунікативної складової публічного управління на реінтегрованих територіях

    У магістерській роботі здійснено комплексне дослідження механізмів комунікативної складової публічного управління на реінтегрованих територіях в умовах воєнного стану. Проаналізовано теоретичні засади публічного управління, визначено роль комунікації як інструменту реалізації управлінських функцій, а також розглянуто особливості впровадження комунікативних механізмів у специфічних умовах реінтегрованих територій. Проведено аналіз організаційно-правового забезпечення безпекового середовища та особливостей публічного управління на реінтегрованих територіях. Розглянуто практичні аспекти впровадження комунікативних механізмів, враховуючи ускладнені умови взаємодії з населенням, яке перебувало під окупацією Узагальнено зарубіжний досвід впровадження комунікативних механізмів публічного управління (зокрема Швеції, Данії, Естонії) та запропоновано напрями їх удосконалення на реінтегрованих територіях. Рекомендації включають налагодження діалогу з громадськістю, розвиток цифрових технологій, удосконалення електронного урядування, посилення інформаційної безпеки та вдосконалення роботи медіа як інструменту комунікації Доведено, що ефективна комунікативна складова сприяє реалізації функцій публічного управління, зокрема через соціальний діалог і партнерство з громадою. Встановлено, що ключовими проблемами є недостатнє організаційно-правове забезпечення та потреба в адаптації до умов воєнного стану. Запропоновано розробку методичних рекомендацій для систематизації комунікаційних заходів і стратегій, спрямованих на підвищення ефективності взаємодії органів публічного управління з населенням реінтегрованих територій. The master's thesis provides a comprehensive study of the mechanisms of the communicative component of public administration in reintegrated territories under martial law. The theoretical foundations of public administration are analysed, the role of communication as a tool for implementing management functions is defined, and the peculiarities of implementing communication mechanisms in the specific conditions of reintegrated territories are considered. An analysis of the organisational and legal framework for security and the specifics of public administration in reintegrated territories was conducted. Practical aspects of implementing communication mechanisms were considered, taking into account the complicated conditions of interaction with the population that had been under occupation. The report summarises foreign experience in implementing communication mechanisms in public administration (particularly in Sweden, Denmark and Estonia) and proposes areas for improvement in reintegrated territories. Recommendations include establishing dialogue with the public, developing digital technologies, improving e-government, strengthening information security, and improving the work of the media as a communication tool. It has been proven that effective communication contributes to the implementation of public administration functions, in particular through social dialogue and partnership with the community. It has been established that the key problems are insufficient organisational and legal support and the need to adapt to the conditions of martial law. It is proposed to develop methodological recommendations for systematising communication measures and strategies aimed at improving the effectiveness of interaction between public administration bodies and the population of reintegrated territories.
