M.У статті проаналізовано зарубіжний досвід взаємодії поліції та територіальних громад на засадах партнерства. Доводиться, що враховуючи демократичний шлях розвитку суспільства та орієнтованість України на європейські стандарти, активне залучення громади до співпраці з Національною поліцією (community policing), ефективна професійна комунікація поліцейських постає одним з важливих напрямів їх професійної діяльності. Однією з умов ефективного функціонування поліції у світі є високий рівень соціальної довіри до неї населення, який слугує одним із головніших критеріїв оцінки її діяльності. Результати діяльності поліції у країнах Європейського Союзу досить високий і тому для України європейський досвід роботи в цій сфері є досить актуальним. Доведено, що взаємодія поліції з громадою в зарубіжних країнах хоч і має національні особливості, в більшості базується на однакових засадах та має спільні риси. Community policing характеризується співробітництвом та взаємодією на договірних засадах, такі дії врегульовано як на державному, так і регіональному рівнях, практичній реалізації громадського контролю, відкритої звітності, координаційної активності та обговоренню питань превентивної діяльності, охорони правопорядку та боротьби зі злочинністю. Вважаємо, активне запровадження сommunity policing (не тільки в Національній поліції, а й в органах місцевого самоврядування) позитивно вплине на діяльність правоохоронних органів, територіальних громад, дозволить ефективно вибудовувати боротьбу з правопорушеннями, позитивно вплине на довіру населення до діяльності поліції та дозволить якісно проводити превентивні заходи щодо недопущення правопорушень у майбутньому. The article analyzes foreign experience of interaction between the police and territorial communities on the basis of partnership. It turns out that, given the democratic path of development of society and Ukraine’s orientation towards European standards, the active involvement of society in cooperation with the National Police (community policing), effective professional communication of police officers is one of the important areas of their professional activity. One of the conditions for the effective functioning of the police in the world is a high level of social trust of the population in it, which serves as one of the main criteria for assessing its activities. The results of police activity in the countries of the European Union are quite high and therefore European experience in this area is quite relevant for Ukraine. It has been proven that the interaction of the police with the community in foreign countries, although it has national characteristics, is mostly based on the same principles and has common features. Community policing is characterized by cooperation and interaction on a contractual basis, such actions are regulated at both the state and regional levels, the practical implementation of public control, open reporting, coordination activity and discussion of issues of preventive activities, law enforcement and the fight against crime. We believe that the active introduction of community policing (not only in the National Police, but also in local governments) will have a positive impact on the activities of law enforcement agencies and territorial communities, will allow for an effective fight against crime, will have a positive impact on the public’s trust in the activities of the police and will allow for high-quality measures to prevent future violations.Документ ПОНЯТТЯ COMMUNITY POLICING(Видавничий дім «Гельветика», 2023) Князєв С. Доводиться, що «сommunity policing» - це не вирішення проблеми, а лише один із інструментів зробити поліцію більш відкритою та підзвітною громаді, а також це підхід у щоденній роботі поліції, побудований на принципах постійної комунікації. Community policing характеризується співробітництвом та взаємодією на договірних засадах, такі дії врегульовано як на державному, так і регіональному рівнях, практичній реалізації громадського контролю, відкритої звітності, координаційної активності та обговоренню питань превентивної діяльності, охорони правопорядку та боротьби зі злочинністю. Доводиться, що у статті 11 Закону України «Про Національну поліцію» визначено взаємодію з населенням на засадах партнерства, відповідно до якого діяльність поліції здійснюється в тісній співпраці та взаємодії з населенням, територіальними громадами та громадськими об’єднаннями на засадах партнерства і спрямована на задоволення їхніх потреб. З метою визначення причин та/або умов учинення правопорушень планування службової діяльності органів і підрозділів поліції здійснюється з урахуванням специфіки регіону та проблем територіальних громад. Рівень довіри населення до поліції є основним критерієм оцінки ефективності діяльності органів і підрозділів поліції. The article analyzes the concept of community policing. It is proven that «community policing» is not a solution to the problem, but only one of the tools to make the police more open and accountable to the community, as well as an approach to daily police work built on the principles of constant communication. Community policing is characterized by cooperation and interaction on a contractual basis, such actions are regulated at both the state and regional levels, the practical implementation of public control, open reporting, coordination activity and discussion of issues of preventive activities, law enforcement and the fight against crime. It is proved that Article 11 of the Law of Ukraine «On the National Police» defines interaction with the population on the basis of partnership, according to which police activities are carried out in close cooperation and interaction with the population, territorial communities and public associations on the basis of partnership and are aimed at meeting their needs. To determine the causes and/or conditions for the commission of offenses, planning the official activities of police bodies and units is carried out taking into account the specifics of the region and the problems of territorial communities. The level of public trust in the police is the main criterion for assessing the effectiveness of police agencies and units. The practice of implementing Community Policing in the realities of Ukraine shows that in order for this or that initiative to be effective, communication between responsible persons from police officers and representatives of society must occur according to the appropriate principles and on a certain range of issues.
