    3D-моделювання та 3D-друк: нові підходи до навчання майбутніх правоохоронців

    У тезах розглядаються перспективи впровадження технологій 3D-моделювання та 3D-друку в освітній процес підготовки майбутніх правоохоронців. Обґрунтовано, що використання цих інноваційних підходів відкриває нові можливості для створення матеріальних навчальних об'єктів та відтворення реалістичних віртуальних сценаріїв кримінальних правопорушень і дорожньо-транспортних пригод. Доведено, що інтеграція 3D-технологій сприяє модернізації освітніх програм закладів вищої освіти зі специфічними умовами навчання та значно підвищує ефективність практичної підготовки поліцейських до сучасних викликів. The abstracts consider the prospects of implementing 3D modeling and 3D printing technologies in the educational process of training future law enforcement officers. It is substantiated that the use of these innovative approaches opens up new possibilities for creating material training objects and reproducing realistic virtual scenarios of criminal offenses and traffic accidents. It is proven that the integration of 3D technologies contributes to the modernization of educational programs of higher education institutions with specific learning conditions and significantly increases the efficiency of practical training of police officers for modern challenges.

The study identifies key challenges in implementing information technologies, including the preparation of teaching staff, the creation of a favorable educational environment, and ensuring access to digital resources. It is highlighted that the effective integration of IT into STEAM-education contributes to the formation of creative, competent, and adaptive professionals capable of meeting the challenges of modern society.

    Analysis of the organization of information and analytical support of police activities

    In this article, the authors analyze the current state of information and analytical support of police activities during the period of its reform. The authors propose a definition of "information and analytical support" as a functionally and structurally distinct police activity aimed at collecting, accumulating, processing, analyzing, and storing information obtained during the performance of official duties. Particular attention is paid to statistical analysis as the basis of information and analytical support, which allows for identifying trends and patterns of crime. Concepts such as "information analytics" and "police analytics" are considered, with the latter being focused on supporting decision-making by officials. The authors emphasize the importance of implementing a unified methodology and accounting systems (such as ITS "ARMOR", "ORION", and "R.I.C.A.S." systems), which will contribute to increasing the efficiency of managing police forces and resources. It is concluded that high-quality analytical information is the main condition for making adequate management decisions and forecasting the criminogenic situation. У статті автори здійснюють аналіз сучасного стану інформаційно-аналітичного забезпечення діяльності поліції на етапі її реформування. Запропоновано авторське визначення інформаційно-аналітичного забезпечення як функціонально та структурно виділеної діяльності поліції, спрямованої на збирання, накопичення, обробку, аналіз та зберігання інформації, отриманої під час виконання службових обов'язків.Особливу увагу приділено статистичному аналізу як основі інформаційно-аналітичного забезпечення, що дозволяє виявляти тенденції та закономірності злочинності. Розглянуто такі поняття, як «інформаційна аналітика» та «поліцейська аналітика», остання з яких орієнтована на підтримку прийняття рішень посадовими особами. Автори наголошують на важливості впровадження єдиної методології та систем обліку (таких як ІТС «АРМОР», системи «ORION», «R.I.C.A.S.»), що сприятиме підвищенню ефективності управління силами та засобами поліції. Зроблено висновок, що якісна аналітична інформація є головною умовою для прийняття адекватних управлінських рішень та прогнозування криміногенної ситуації.

The authors emphasize the need to combine data analysis methods with digital security principles to create effective protection tools. The challenges associated with rapid technological progress that outpaces traditional data analysis and protection capabilities are researched. The importance of developing new models and data processing strategies adapted to the specifics of the digital environment is substantiated. It is concluded that the implementation of innovative approaches is a prerequisite for ensuring the stability and security of modern society. У статті розглядаються теоретичні основи кримінального аналізу як ключового елемента стратегій протидії сучасним кіберзлочинам. Автори наголошують на необхідності поєднання методів аналізу даних із принципами цифрової безпеки для створення ефективних інструментів захисту. Досліджено виклики, пов'язані зі стрімким технологічним прогресом, що випереджає традиційні можливості аналізу та захисту інформації. Обґрунтовано важливість розробки нових моделей і стратегій опрацювання даних, адаптованих до специфіки цифрового середовища. Зроблено висновок, що впровадження інноваційних підходів є обов’язковою умовою для забезпечення стабільності та безпеки сучасного суспільства.

    Didactic terms of use of Biograph Infiniti specialized software in Ukraine’s higher education institutions

    The article shows the possibility of using hardware ProComp Infiniti System with BioGraph Infiniti Software in the educational process of higher education institutions in Ukraine in different directions of training, including specific training conditions. The Infiniti system monitors and records a wide range of physiological and mechanical signals, analyzes and provides real-time biofeedback through various auditory and visual aids. The authors analyzed scientific and professional literature on the development and introduction of specialized software products in the educational process of higher education institutions in Ukraine and across the globe. The paper defines the advantages and prospects of carrying out a cycle laboratory work and research with BioGraph Infiniti tools and the principles of work with ProComp Infinity hardware. The didactic conditions of use of BioGraph Infiniti Software in the educational process of higher medical education institutions and universities of internal affairs of Ukraine are defined for formation of informational and subject competence of Ukraine’s students. Attention is focused on ensuring the flexibility of the educational process by means of variability, changes in the content and methods of education, forms of organization of educational classes with a direct practical component, a combination of different education methods for students of various types of higher education institutions. The possibilities of development of a series of laboratory works with their further placement in the virtual educational environment "Laboratory works system with specialized software Biograph Infiniti" are considered. Each laboratory work is created according to the principles of scientificity, integrity and professional orientation of education and includes 3 levels: general (basic), psychological and medical-biological.

    The article features research into the needs and ways to improve training programs on the use of digital technologies in the system of professional training of higher education institutions of Ukraine. The authors argue that the dynamic development of IT makes radical changes in the university system of professional training, requiring adjustment of educational content. The study establishes basic principles of professional self-improvement of future specialists by means of digital technologies and emphasizes the importance of digital tools for continuous professional development. Стаття присвячена дослідженню потреб та шляхів вдосконалення навчальних програм з використання цифрових технологій в системі професійної підготовки закладів вищої освіти України. На основі аналізу наукової літератури та власного педагогічного досвіду автори доводять, що динамічний розвиток інформаційних технологій у світі призводить до радикальних змін в університетській системі професійної підготовки. Автори встановили основні принципи професійного самовдосконалення майбутніх спеціалістів засобами цифрових технологій: послідовності, незалежності, особистої активності, цілеспрямованості, внутрішньої цінності, рефлексивності та взаємодії. Обґрунтовано, що підготовка майбутніх фахівців має ґрунтуватися на поєднанні спеціальної підготовки з науковою діяльністю, самоосвітою та саморозвитком.

    Educational model of personal self-improvement of students by means of digital technologies

    Today a number of theoretical problems of self-development, in particular professional self-improvement of the personality of future highly qualified specialists, requires a balanced pedagogical approach. The aim of the article is to consider theoretical and methodological foundations and develop an educational model of the use of digital tools in the system of professional self-improvement of students on the example of institutions of higher medical education. The conducted pedagogical experiment allowed to check the effectiveness of the structural model of professional self-improvement of students developed by the authors by means of digital technologies. A number of methods of mathematical statistics were used, which made it possible to obtain qualitative indicators and determine the increase in the percentage of students by the levels of formation of professional self-improvement in comparison with the formative and final section. An educational model for the development of professional self-improvement of future specialists has been developed and its effectiveness in the educational process of medical university has been experimentally tested. We see prospects for further research in the development of theoretical and methodological foundations for training future professionals in various fields of professional activity through digital technology. Сьогодні низка теоретичних проблем саморозвитку, зокрема професійного самовдосконалення особистості майбутніх висококваліфікованих фахівців, потребує виваженого педагогічного підходу. Метою статті є розгляд теоретико-методологічних засад та розробка освітньої моделі використання цифрових інструментів у системі професійного самовдосконалення студентів на прикладі закладів вищої медичної освіти. Проведений педагогічний експеримент дозволив перевірити ефективність розробленої авторами структурної моделі професійного самовдосконалення студентів засобами цифрових технологій. Використано низку методів математичної статистики, що дозволило отримати якісні показники та визначити приріст відсотка студентів за рівнями сформованості професійного самовдосконалення порівняно з формувальним та підсумковим зрізом. Розроблено освітню модель розвитку професійного самовдосконалення майбутніх фахівців та експериментально перевірено її ефективність у навчальному процесі медичного університету. Перспективи подальших досліджень ми вбачаємо в розробці теоретико-методологічних засад підготовки майбутніх фахівців у різних сферах професійної діяльності за допомогою цифрових технологій.

The specifics of information protection in dynamic systems requiring continuous updating of technological and legal mechanisms are identified. The necessity of a comprehensive approach to risk management for making prompt decisions in the field of national security is substantiated. The effectiveness of protection depends on the ability of the law enforcement system to adapt to high rates of technological progress. У статті досліджено ключову роль інформаційної безпеки в умовах глобальної цифровізації та сучасних воєнних викликів. Автори аналізують важливість достовірності даних як критичного фактору для успішної протидії злочинності та захисту державних інтересів. Визначено специфіку захисту інформації в динамічних системах, що потребують безперервного оновлення технологічних і правових механізмів. Обґрунтовано необхідність комплексного підходу до управління ризиками для прийняття оперативних рішень у сфері національної безпеки. Ефективність захисту залежить від здатності правоохоронної системи адаптуватися до високих темпів технологічного прогресу.

    Innovative development of technologies in training future law enforcement specialists

    The article examines the issue of effective use of information technologies in the educational process of universities of internal affairs of Ukraine with the aim of forming in subjects the skills and abilities necessary for the use of modern information technologies in the practical activities of a law enforcement specialist, improving the skills of professional work with computer devices and networks, electronic document circulation, information systems for the use of digital technologies in the practical activity of combating crime. At the same time, the authors analyzed the content of educational disciplines directly aimed at the formation and development of information and communication competence and proposed changes to work programs in accordance with active reforms in legislation, changes in information and communication systems of various bodies due to the introduction of martial law in Ukraine. The relevance of the introduction of electives in the field of "cyber security" into the educational process is substantiated. The analysis of professional disciplines with the systematic application of digital technologies was carried out: the use of relevant virtual simulators, software and hardware complexes, laser simulators. An important place in the professional training of future law enforcement specialists is occupied by the use of modern information and interactive technologies in professional disciplines, which involves the activation of the cognitive activity of cadets, ensuring a high level of professional competence and the ability for professional development. In the future, it is planned to investigate in detail the possibilities of applying the experience of developed countries in higher education institutions of Ukraine to improve the system of professional training of specialists in the security and defense sector. У статті досліджено питання ефективного використання інформаційних технологій у навчальному процесі університетів внутрішніх справ України з метою формування у суб'єктів умінь і навичок, необхідних для використання сучасних інформаційних технологій у практичній діяльності фахівця правоохоронної галузі, підвищення кваліфікації професійної роботи з комп'ютерними пристроями та мережами, електронним документообігом, інформаційними системами для використання цифрових технологій у практичній діяльності по боротьбі зі злочинністю. Водночас авторами проаналізовано зміст навчальних дисциплін, безпосередньо спрямованих на формування та розвиток інформаційно-комунікаційної компетентності та запропоновано зміни до робочих програм відповідно до діючих реформ у законодавстві, змін в інформаційно-комунікаційних системах різних органів внаслідок введення військового стану в Україні. Обгрунтовано актуальність впровадження в навчальний процес факультативів за напрямом «кібербезпека». Проведено аналіз фахових дисциплін із системним застосуванням цифрових технологій: використання відповідних віртуальних симуляторів, програмно-технічних комплексів, лазерних симуляторів. Вагоме місце у професійній підготовці майбутніх правоохоронців посідає використання сучасних інформаційних та інтерактивних технологій при викладанні фахових дисциплін, що передбачає активізацію пізнавальної діяльності курсантів, забезпечення високого рівня професійної компетентності та здатності до професійної діяльності. Надалі планується детально дослідити можливості застосування досвіду розвинених країн у вищих навчальних закладах України для вдосконалення системи професійної підготовки фахівців сектору безпеки й оборони.

The study demonstrates how big data enables the identification of patterns and connections useful for suspect identification and crime prediction. The stages of digital forensics, including data collection, processing, analysis, and reporting to law enforcement agencies and courts, are analyzed. Particular attention is given to ethical and legal aspects, privacy protection, and the safeguarding of individual rights. The author emphasizes the importance of modern technologies in enhancing the efficiency of criminal investigations and the responsible use of innovative solutions.

The learning process is aimed at the effective application of IT tools in combating crime and protecting citizens' rights. Studying the discipline contributes to the development of information and analytical competencies necessary for modern law enforcement. У статті розглянуто методику викладання дисципліни «Інформаційне забезпечення професійної діяльності» для майбутніх офіцерів поліції. Основна увага приділяється формуванню практичних навичок роботи з мережевими технологіями, хмарними сервісами та спеціалізованими базами даних МВС. Автор обґрунтовує важливість використання віртуальних тренажерів та програмних комплексів для підвищення якості підготовки фахівців. Процес навчання спрямований на ефективне застосування ІТ-інструментів у протидії злочинності та захисті прав громадян. Вивчення дисципліни сприяє розвитку інформаційно-аналітичних компетенцій, необхідних для сучасної правоохоронної діяльності.

У роботі розкрито, як інтеграція міждисциплінарного підходу STEAM та практичних навичок 3D-моделювання та друку сприяє підвищенню просторового мислення, здатності до інновацій та вирішення комплексних інженерних задач. Кінцевою метою є обґрунтування методичних засад впровадження таких освітніх практик у навчальний процес для підготовки висококваліфікованих фахівців. This paper is dedicated to researching the potential of STEAM-oriented learning utilizing 3D printing as an effective instrument for the formation and development of critically important technical skills in future law enforcement officers. The work explores how the integration of the interdisciplinary STEAM approach with practical 3D modeling and printing skills promotes the enhancement of spatial thinking, the capacity for innovation, and the resolution of complex engineering problems. The ultimate goal is to substantiate the methodological foundations for implementing such educational practices into the curriculum for the training of highly qualified specialists.

    The paper explores the peculiarities of applying profiling in cyber police activities aimed at identifying criminal intentions, behavioral patterns, and potential cyber threats. The study outlines the main types of profiling – behavioral, psychological, and demographic – and analyzes their significance in detecting offenses in cyberspace. The research highlights key ethical and legal challenges associated with profiling, including personal data protection, privacy, and the prevention of discrimination. The necessity of regulatory frameworks and transparency in profiling methods used by law enforcement agencies is emphasized. It is concluded that the effectiveness of profiling depends on the combination of technical, analytical, and legal approaches, and its implementation must comply with the principles of legality, proportionality, and respect for human rights.

The article examines the process of intelligence data analysis and crime investigation, their interconnection, and application in law enforcement. It describes methods of information collection, assessment, and classification, the use of the “Source and Information Reliability Matrix,” and the specifics of investigating war crimes in complex armed conflict and international law conditions. The importance of intelligence analysis for improving the effectiveness of criminal investigations and ensuring public safety is emphasized.

    У тезах розглядається проблематика аналізу та управління ризиками у сфері інформаційної безпеки в умовах цифрової трансформації та стрімкого зростання кіберзагроз. Обґрунтовано, що ефективне управління інформаційною безпекою є невід'ємною складовою загальної системи управління організації, яка базується на систематичній ідентифікації ризиків, виявленні вразливостей інформаційних систем та визначенні потенційних технічних і людських загроз. Описано ключові інструменти та етапи процесу ідентифікації, включаючи проведення аудитів безпеки, активний та пасивний моніторинг інформаційно-комунікаційних мереж, а також аналіз сценаріїв можливих інцидентів. Наголошено на необхідності застосування комплексного підходу до стратегії управління ризиками (уникання, зменшення, перенесення чи прийняття), який гармонійно поєднує технічні, організаційні та правові заходи для забезпечення стійкості організацій у мінливому інформаційному середовищі. The abstracts address the issues of risk analysis and management in the field of information security in the context of digital transformation and the rapid growth of cyber threats. It is substantiated that effective information security management is an integral part of an organization's overall management system, which is based on the systematic identification of risks, detecting vulnerabilities in information systems, and determining potential technical and human threats. The key tools and stages of the identification process are described, including security audits, active and passive monitoring of information and communication networks, and the analysis of potential incident scenarios. Emphasis is placed on the need to apply a comprehensive approach to the risk management strategy (avoidance, reduction, transfer, or acceptance), which harmoniously combines technical, organizational, and legal measures to ensure the resilience of organizations in a changing information environment.

    У статті проаналізовано проблему безпеки дітей у цифровому середовищі та розглянуто основні види віртуальних загроз. Автори досліджують міжнародні стратегії та законодавчі ініціативи, спрямовані на створення безпечного інтернет-простору для неповнолітніх. Особливу увагу приділено досвіду країн ЄС та США у впровадженні технологічних інструментів захисту та батьківського контролю. Визначено роль міжнародного співробітництва у протидії кібербулінгу, шантажу та розповсюдженню шкідливого контенту серед молоді. Зроблено висновок про необхідність адаптації успішних закордонних практик для вдосконалення системи захисту дітей в Україні. The article analyzes the problem of children's safety in the digital environment and examines the main types of virtual threats. The authors research international strategies and legislative initiatives aimed at creating a safe internet space for minors. Particular attention is paid to the experience of the EU and the USA in implementing technological protection tools and parental controls. The role of international cooperation in countering cyberbullying, blackmail, and the spread of harmful content among youth is identified. It is concluded that it is necessary to adapt successful foreign practices to improve the child protection system in Ukraine.

    Біометричні технології в системах автентифікації: використання та перспективи

    Біометричні технології в системах автентифікації займають важливе місце в сфері інформаційної безпеки та ідентифікації особи. Стаття присвячена дослідженню сучасних можливостей використання біометричних методів для підтвердження особи в інформаційних системах. В роботі розкрито актуальну проблему сучасного світу – проблему забезпечення високого рівня безпеки в інформаційних системах. Використання біометричних технологій у системах автентифікації є одним з ключових напрямків для подолання цієї проблеми. Ці технології базуються на унікальних фізіологічних чи поведінкових характеристиках особи, таких як відбитки пальців, розпізнавання обличчя, сканування радужки ока, голосові дані, дані ходи людини, відбитки долоні, венозна ідентифікація, серцевий ритм та генетичні дані. Основними перевагами використання біометричних технологій є висока точність і надійність ідентифікації особи, відсутність можливості втрати або запозичення ідентифікатора особи, а також зручність для самих користувачів. Ці технології дозволяють значно підвищити рівень безпеки в інформаційних системах, зменшити витрати на управління паролями та ідентифікаторами, а також спростити процес автентифікації. Проте варто відзначити й потенційні ризики використання біометричних технологій, таких, як можливість підробки біометричних даних, проблеми з приватністю та захистом особистої інформації, а також можливість виникнення фальшивих відмов при ідентифікації. Перспективи наукових досліджень у галузі біометричних технологій в системах автентифікації є досить широкими. Постійний розвиток технологій дозволяє вдосконалювати біометричні методи, розширювати сферу використання, поєднувати наявні досягнення з іншими технологіями та інноваціями, наприклад, можливостями штучного інтелекту. Важливо продовжувати дослідження щодо захисту біометричних даних від можливих атак, витоків та компроментації. Необхідно розвивати стандарти та законодавство щодо використання біометричних технологій, що допоможе в уникненні можливих конфліктів щодо приватності та прав особи. Biometric technologies in authentication systems play a crucial role in the realm of information security and personal identification. The article is dedicated to exploring the modern possibilities of utilizing biometric methods for verifying identity in information systems. It delves into the pertinent issue of the modern world – ensuring a high level of security in information systems. The use of biometric technologies in authentication systems is one of the key directions for addressing this issue. These technologies are based on unique physiological or behavioral characteristics of an individual, such as fingerprints, facial recognition, iris scanning, voice data, gait data, palm prints, vein recognition, heart rhythm, and genetic data. The main advantages of using biometric technologies include high accuracy and reliability in identifying individuals, the absence of the possibility of loss or theft of an individual's identifier, as well as convenience for users themselves. These technologies allow for a significant enhancement in the security level of information systems, reduce costs associated with managing passwords and identifiers, and simplify the authentication process. However, it is worth noting the potential risks of using biometric technologies, such as the possibility of biometric data tampering, privacy and personal information protection issues, and the potential for false rejections during identification. The prospects of scientific research in the field of biometric technologies in authentication systems are quite extensive. The continuous development of technologies allows for the improvement of biometric methods, expanding the scope of their application, and integrating existing achievements with other technologies and innovations, such as artificial intelligence capabilities. It is crucial to continue research on protecting biometric data from possible attacks, leaks, and compromise. Developing standards and legislation regarding the use of biometric technologies is necessary to avoid potential conflicts concerning privacy and individual rights.

Визначено напрями їх використання у правоохоронній діяльності, зокрема для відеоспостереження, аналітики даних і запобігання кібератакам. Наголошено, що підготовка майбутніх поліцейських до роботи з такими технологіями формує сучасні цифрові компетентності та підвищує ефективність виконання службових завдань. The theses explore the role of studying cyber-physical systems in educational institutions with specific learning conditions. Cyber-physical systems integrate physical objects with digital technologies to ensure automation, control, and monitoring. The directions of their use in law enforcement are identified, including video surveillance, data analysis, and cyberattack prevention. It is emphasized that training future police officers to work with such technologies develops modern digital competencies and increases the effectiveness of professional performance.

    У роботі розглянуто сучасні виклики та перспективи розвитку кібербезпеки в умовах воєнного стану. Підкреслено, що стрімкий розвиток технологій, зокрема Інтернету речей (IoT), штучного інтелекту (AI) та квантових обчислень, створює нові ризики для інформаційної безпеки держави. Проаналізовано основні кіберзагрози – кібершпигунство, кіберсаботаж, кібертероризм, а також дезінформаційні кампанії у цифровому просторі. Наведено приклади типових атак на критичну інформаційну інфраструктуру та способи їхнього запобігання. Особливу увагу приділено діяльності Департаменту кіберполіції України та заходам із посилення захисту державних і приватних інформаційних систем. Автором визначено основні напрями підвищення кіберзахисту. The article examines the modern challenges and prospects for the development of cybersecurity under martial law. It emphasizes that the rapid advancement of technologies such as the Internet of Things (IoT), Artificial Intelligence (AI), and quantum computing creates new risks for the state's information security. The paper analyzes key cyber threats – cyber espionage, sabotage, terrorism, and disinformation campaigns in the digital space – and outlines typical attacks on critical information infrastructure. Special attention is given to the activities of the Cyber Police Department of Ukraine and measures aimed at strengthening the protection of state and private information systems. The author identifies key directions for improving cybersecurity.
