    Видання присвячено 60-річному ювілею Донецького державного університету внутрішніх справ – провідного закладу юридичної освіти та підготовки правоохоронців Донеччини. Розкриваються основі етапи становлення вишу, від заснування Донецької спеціальної середньої школи міліції до отримання статусу університету. Визначається сучасна структура та напрями діяльності навчального закладу в м. Маріуполь та м. Кривий Ріг, презентуються перспективи його розвитку. Останній розділ містить спогади співробітників та випускників, що ілюструють ключові моменти історії університету. The publication is dedicated to the 60th anniversary of the Donetsk State University of Internal Affairs - the leading institution of legal education and training of law enforcement officers in Donetsk region. The basic stages of the formation of the higher education institution are revealed, from the foundation of the Donetsk special high school of the militia to obtaining the status of a university. The modern structure and directions of activity of the educational institution in the cities of Mariupol and Kryvyi Rih are determined, and the prospects for its development are presented. The final section contains reminiscences by staff and alumni illustrating key moments in the university's history.

    Obligation to support disabled persons in compliance with the present international legal norms and the other international provisions

    Одним із основоположних суспільних, соціально-формуючих інститутів, які суворо захищені, в тому числі і через відповідні норми чинного законодавства, є давно існуючий інститут допомоги особам, які через особливу інвалідність чи непрацездатність не можуть забезпечувати себе. Дуже важливою соціально-інституційною та соціально-регулятивною складовою такого інституту є соціальний консенсус щодо підтримки людей з обмеженими фізичними можливостями, який постійно відтворюється та перманентно вимагається соціальними спільнотами. Серед багатьох складових згаданого консенсусу велике значення мав також неодмінний обов’язок здійснювати повну, гідну чи принаймні мінімально необхідну фінансову, матеріальну та іншу подібну підтримку, передбачену законом і морально-етичною традицією, насамперед батьками дитини. їх малолітніми та неповнолітніми дітьми, а потім, у свою чергу, повнолітніми, дієздатними дітьми своїх старших осіб, у тому числі непрацездатних, соціально незахищених батьків. One of the fundamental social, socio-forming institutions, which are strictly protected, including through the relevant rules of the current law, is the longstanding institute of support for persons who are unable to provide for themselves through the special disability or incapacity at all. A very important socio-institutional and socio-regulatory component of such an institution is a social consensus about the support of people with physical disabilities, which is constantly reproduced and permanently required by social communities. Among many components of the mentioned consensus, of great importance was also the indispensable obligation to carry out the full, decent or at least minimally necessary financial and material and other such support, provided by law and moral and ethical tradition, first by the parents of their young and minor children, and then, in turn, by adult, legally capable children of their older persons, including disabled, socially vulnerable parents.
