М.The abstract examines the problematic aspects of fire training for students within the ministry of internal affairs system under the conditions of modern warfare. The author highlights that the current security environment, characterized by illegal weapons circulation and increased psychological stress, requires a fundamental revision of training methods. The study identifies key challenges, including the deterioration of the psycho-emotional state of future officers and the misalignment of educational programs with actual combat experience. To address these issues, the author proposes a comprehensive approach: simulating high-stress combat environments, using multimedia shooting ranges, performing exercises in personal protective equipment, and providing systematic psychological support. У роботі детально проаналізовано адміністративно-правовий статус цих підрозділів, включно з дільничними офіцерами поліції, ювенальною превенцією та іншими службами. Визначено превентивну діяльність як об’єкт адміністративно-правового регулювання, виявлено термінологічні колізії та прогалини у чинному законодавстві щодо співвідношення понять "превентивна" та "профілактична" діяльність. Досліджено нормативно-правові та організаційні засади їхньої діяльності. Особлива увага приділяється організаційно-тактичним засадам забезпечення публічної безпеки і порядку. Розкрито сутність тактики як практичного інструментарію, визначено її принципи, форми та методи реалізації. Підкреслено актуальність дослідження тактичних аспектів діяльності превентивних підрозділів в умовах нових загроз і викликів, спричинених воєнним станом в Україні. Робота спрямована на формування цілісного уявлення про правові та організаційні механізми функціонування системи превентивної поліцейської діяльності. The monograph offers a comprehensive scholarly analysis of the administrative-legal and organizational-tactical foundations for the functioning of the preventive activity units of the National Police of Ukraine. The work thoroughly analyzes the administrative-legal status of these units, including district police officers, juvenile prevention units, and other services. Preventive activity is defined as an object of administrative-legal regulation, and terminological conflicts and gaps in current legislation regarding the correlation between the concepts of "preventive" and "prophylactic" activity are identified. The normative-legal and organizational principles of their operation are explored. Particular attention is paid to the organizational-tactical foundations for ensuring public safety and order. The essence of tactics as a practical tool is revealed, and its principles, forms, and methods of implementation are defined. The urgency of studying the tactical aspects of the preventive units' work in the context of new threats and challenges caused by the state of war in Ukraine is emphasized. These conference theses examine the current directions for modernizing the service training system for police officers, specifically within the context of contemporary security challenges and the legal regime of martial law. The authors emphasize the need to move away from outdated academic approaches toward a more practical and adaptive training model. Key areas for improvement outlined in these theses include the integration of innovative technologies, such as virtual simulators and interactive training systems, as well as an increased focus on tactical medicine and psychological support for personnel. These theses substantiate a systemic approach to ensuring and maintaining the work capacity of national police of Ukraine officers as a complex integrated characteristic of professional activity. The author analyzes a multidimensional system of factors influencing work capacity, classifying them into physical, psychological, organizational, and socio-economic groups. Particular attention is paid to the legal and organizational aspects of medical support, mandatory physical training, and the system of psychological support aimed at preventing professional burnout and ptsd. The study examines the impact of age, service length, and work schedule on the operational readiness of personnel. The abstract analyzes the specifics of the activities of convoy units of the national police of Ukraine under conditions of constant air threats. The authors highlight the key challenges related to the impossibility of fully implementing security measures due to the nature of escorting and guarding defendants. The main ways to increase efficiency are identified as the wider implementation of remote court hearings via video conferencing, the development of flexible tactical behavior models for units, and the improvement of material and technical support, particularly with armored vehicles. У роботі детально проаналізовано зарубіжний досвід, зокрема використання vr-тренажерів у сша та нідерландах, інтерактивного сценарного моделювання у великій британії та лазерних систем у німеччині. Особливу увагу приділено передовим методам канади, швеції та ізраїлю, що включають біометричний моніторинг рівня стресу та застосування штучного інтелекту для персоналізації навчальних програм. Автор доходить висновку, що впровадження таких технологій у систему підготовки поліції україни дозволить суттєво підвищити безпеку, правомірність та ефективність застосування зброї правоохоронцями. The abstract examines the transformation of police fire training through the integration of innovative technological solutions. The author highlights that traditional training methods no longer fully meet the challenges of modern law enforcement, which requires not only shooting accuracy but also high stress resilience and rapid decision-making. The study provides a detailed analysis of international experience, specifically the use of vr-simulators in the usa and the netherlands, interactive scenario modeling in the uk, and laser systems in germany. Particular attention is paid to advanced methods from canada, sweden, and israel, including biometric monitoring of stress levels and the use of artificial intelligence for personalizing training programs. The author concludes that implementing such technologies in ukraine's police training system will significantly enhance the safety, legality, and effectiveness of firearm use by law enforcement officers.
