Документ ECONOMIC IDEOLOGY AS AN INNOVATION POTENTIAL OF THE CHANGE PROCESS(Baltic Journal of Economic Studies, 2023) Васильєв С.; Кисько А.; Ніколенко Л.; Vasyliev S.; Kysko A.; Nikolenko L.Economic ideology establishes a unified, standardized approach to assessing the state and prospects of the economic reality of the state. Accordingly, economic ideology can be defined as a conceptual design of a system of ideas, principles and provisions, individual views that can guide the process of socio-economic change, shape appropriate actions and interactions in the economic sphere, and give a value assessment of the phenomena and processes of society in this direction. Ideology is emerging as an independent social phenomenon that requires not only appropriate study, but also the realization of the opportunities it provides in everyday human life, the functioning of state and local governments, and the political and legal support of the process of social change in Ukrainian society. The subject of the study is economic ideology, its construction, content, types and place in the national ideology. The author sets out to formulate the main parameters of economic ideology as a substantive component of the economic process and to propose a holistic system of using economic ideology to overcome crisis trends in the State. The methodological basis of the study is based on the general principles of scientific knowledge: the principle of objectivity, which requires the identification of all factors and conditions that determined the formation and development of economic ideology; the principle of historicism, which provides for the coverage of the development of systemic reforms in their historical context; the principle of multifactoriality, as the study of various objective and subjective factors that influenced the formation, functioning and development of economic ideology. The work uses such general scientific methods as description, observation, comparison, analysis and synthesis, which allow us to understand ideology in the context of stabilizing the socio-economic development of Ukraine. The study of such a phenomenon as ideology has made it possible to identify several basic concepts that are actively used today by any scientific school in modern economic science: economic ideology, certain types of economic ideology, and economic policy. The author analyzes certain types of economic ideology from the perspective of their historical formation, relevance, efficiency and prospects for application. Particular attention is paid to the latest trends in economic theory. It is noted that today it is difficult to establish clear boundaries of economic theory and models that are used to form the economic ideology of the State and which are used by governments to achieve their goals. All of them are united by common tasks - to ensure stable and uniform economic growth. In other words, the effectiveness of the tools of the respective economic ideology in one country will not always lead to similar results in another, so the feasibility of their implementation should be determined based on the macroeconomic situation of each country. At the same time, the economic ideology has a state-building character and is intended to combine the process of active state and national development in a single systemic model, where the state is assigned one of the responsible roles.Документ Legal Globalisation and Economic Systems(Baltic Journal of Economic Studies, 2023) Васильєв С.; Єпринцев П.; Rekunenko T.; Vasyliev S.; Epryntsev P.; Rekunenko T.The objective content of globalisation is made up of processes that are heterogeneous in their origins, mechanisms and consequences, which makes it possible to consider globalisation as a complex system of phenomena and relations that is internally quite contradictory. This status of globalisation processes gives rise to a wide variety of concepts and theories of the origin and development of globalisation, among which a separate group studies globalisation in the field of economics and law. The article examines the main theories and concepts of the globalisation process and, on the basis of these, formulates general trends and guidelines for the development of the national legal and economic system. The author presents the main modern scientific positions on the nature and content of globalisation in the field of economics and law, which have made it possible to highlight its characteristics and conceptuality. It should be noted that the analysis of academic theories shows, firstly, that scholars tend to argue for legal globalisation exclusively through the sphere of economic relations and, secondly, that there are significant differences of opinion regarding the prospects of globalisation in this area. The authors suggest that the main trends are: (a) legal globalisation: internationalisation of national law, internalisation of international law – incorporation of international law into national law, globalisation of legal regulation; (b) economic globalisation: concentration and centralisation of capital, strengthening of the international division of labour, formation of international transport and logistics infrastructure, development of information and technological progress. The subject of the study is the main patterns of globalisation in the field of economics and law: theoretical concepts and models; current status, dynamics, main trends of development, as well as the state of scientific research in this field. The methodological basis of the study is, first of all, modern philosophical methods of cognition (dialectical, historical and logical, systemic and analytical). The study used general scientific methods of comparison, analysis and synthesis, abstraction and generalisation, analogy, induction and deduction. For the purposes of this study, system-structural and system-functional methods of cognition were widely used. These tools made it possible, first of all, to identify the dynamic characteristics of law in the system of socio-cultural values.Документ TRANSITIVITY OF THE STATE ECONOMIC POLICY OF UKRAINE(Baltic Journal of Economic Studies, 2023) Васильєв С.; Осипенко Р.; Ягольник О.; Vasyliev S.; Osypenko R.; Yaholnyk O.The study of the features of the formation and implementation of the state economic policy is aimed at the analysis of the current state of the organization, the stage and perspective of development, the normative support of the national economic policy, and the identification of the advantages and disadvantages of the specified policy. The relevance of the study of the state economic policy lies in the fact that in the conditions of globalization and European integration it is necessary to activate theoretical and practical research in order to solve the most important and priority problems of the country. The subject of the study is the state economic policy of Ukraine from the point of view of its transformation with the current challenges of economic interests of the society. This understanding of the problem has led to the formulation of the research objective: theoretical substantiation of the content, principles, model and regulation of economic policy, taking into account the transitivity of the national economic system. The theoretical and methodological basis of the study is the dialectical method of cognition and systematic approach to the study of the problems of state economic policy and its transitivity; scientific works of domestic and foreign scientists based on the application of the abstract-logical method, systematic approach, critical legal approach, etc. It is established that the state economic policy is a component of the general political process, an integral system of measures of the state influence on the economy, the effectiveness of which is manifested in the interconnection of its elements. The transitory nature of the state economic policy, based on the ability of the national economy to expand self-reproduction to meet the needs of the population and the state, and on the other hand, the ability to withstand the destabilizing factors caused by Russia's military aggression against Ukraine, allows to talk about the formation of a new vector of development of the state economic policy of Ukraine. The issues that should be taken into account by public authorities when developing and implementing the State economic policy under martial law are outlined. The need for further research on the institutional foundations of the theoretical approach to justifying the definition of the state economic policy and highlighting the main positions of its constructive formation is substantiated. Results. The essence and separate components of the state economic policy are revealed, in particular, the principles of policy formation and the model of the national economy. The priority areas, which should be considered in the development of the state economic policy, were determined. Certain problems of implementation of the economic policy in the conditions of martial law were identified. The peculiarities of the normative consolidation of the state economic policy of Ukraine are pointed out. Recommendations on improvement of the development of the state economic policy are given.
