Анотація
У статті автор, ураховуючи суттєвий конвенціональний фактор, що виявляється під час використання понятійного апарату, і підкреслюючи, що деякі його положення відверто страждають на релятивізм, по-перше, робить спробу відійти від формалізованого підходу тлумачення держави, згідно з яким вона інтерпретується лише як політичний інститут суспільства; по-друге, намагається застосувати принцип холізму, в межах якого вона визначається як особлива організаційна структура, що органічно поєднує в собі ієрархічні й мережеві, ринкові структури суспільного буття. У ході дослідження були використані наступні методи: історичний, соціокультурний, компаративний, аналіз та синтез. Автор приходить до висновку, що процес зміни вигляду держави стає все більш очевидним. Суттєво впливають на зміну структури держави дві тенденції: перша, пов’язана з загальносвітовим процесом глобалізації (утворенням наддержавних об’єднань, до яких переходить деякі з функцій держави) та, друга, пов’язана з процесом корпоративізації регіональних структур управління (коли тіньовий вплив бізнесу на виборні органи влади трансформується в структури державно-адміністративного характеру). Політичний зміст інституціональної організації держави характеризують такі параметри: організаційна структура держави поєднує ієрархічні, мережеві та ринкові структури; внутрішньодержавним взаємовідносинам притаманна певна міжвідомча конфліктність, що заважає суспільству консолідувати структури управління для вирішення проблем, пов’язаних з розвитком країни; політичний вигляд держави визначають латентні структури, які мають можливість впливати на центри державної влади. Перераховане свідчить про те, що держава є складно організованим утворенням, сутність якого не здатні розкрити формалізовані підходи. Застосування принципу холізму в інтерпретації держави дає можливість наблизитись до інтегрального тлумачення сутності її структури. Це в свою чергу дозволить врахувати всі особливості структури держави, різні аспекти її функціонування, можливий потенціал при прогнозуванні розвитку українського суспільства.
Taking into account a substantial convention factor showing up at the use of concept instrument, and underlining that some of its positions frankly suffer relativism, an author gives it a shot, firstly, to step back from the formalized approach of interpretation of the state, in that it is interpreted only as a political institute of society in the framework of that it can determined as the special organizational structure that organically combines in itself the hierarchical and network, market structures of public life. During research next methods were used: historical, sociocultural, comparative, analysis and synthesis. The author comes to the conclusion that the process of changing the appearance of the state is becoming more and more obvious. Two trends significantly affect the change in the structure of the state: the first, related to the worldwide process of globalization (the formation of supranational associations to which some of the functions of the state are transferred) and, second, related to the process of corporatization of regional management structures (when the shadow influence business to elected authorities is transformed into structures of a state-administrative nature). The political content of the institutional organization of the state is characterized by the following parameters: the organizational structure of the state combines hierarchical, network and market structures; intra-state relations are characterized by a certain interdepartmental conflict, which prevents society from consolidating management structures to solve problems related to the country's development; the political form of the state is determined by latent structures that have the ability to influence the centers of state power. The above shows that the state is a complex organization, the essence of which cannot be revealed by formalized approaches. The application of the principle of holism in the interpretation of the state makes it possible to get closer to the integral interpretation of the essence of its structure. This, in turn, will make it possible to take into account all the peculiarities of the state structure, various aspects of its functioning, and possible potential in forecasting the development of Ukrainian society.
