dc.description.abstractУ статті розглянуто теоретичні основи формування та реалізації системи партисипативної демократії в Україні. Здійснено історичний аналіз виникнення та поширення ідей партисипативної демократії у світі, визначено її відмінності від представницької демократії. На основі досліджень українських науковців проаналізовано сучасний стан і проблеми розвитку партисипативної демократії в Україні. Обґрунтовано необхідність систематизації законодавства у сфері місцевого самоврядування з метою кодифікації інструментів партисипативної демократії. Досліджено вплив правової освіти суб’єктів виборчого процесу та доцільність створення шкіл підготовки до виборів. Особливу увагу приділено цифровій партисипації на місцевому рівні як новій формі залучення громадян до управління громадами. Проаналізовано досвід впровадження референдумів у державному управлінні, співвідношення представницької та безпосередньої демократії, позитивні європейські практики громадської участі та перспективи розвитку партисипативного управління. The article examines the theoretical foundations of forming and implementing a system of participatory democracy in Ukraine. It provides a historical overview of the emergence and dissemination of participatory democracy ideas worldwide, highlighting its distinctive features compared to representative democracy. Drawing on the research of Ukrainian scholars, the paper analyzes the current state and challenges of participatory democracy development in Ukraine, emphasizing the need to systematize local self-government legislation in order to codify participatory democracy mechanisms. The study explores the influence of legal education on electoral process participants and substantiates the need to establish specialized schools for organizing and conducting elections. Particular attention is paid to digital participation at the local level as a new approach to engaging citizens in the governance and functioning of amalgamated territorial communities. The process of public management is examined as a result of complex interaction among local self-government entities. The article provides proposals on forms and tools for developing participatory democracy, including innovative mechanisms to involve citizens in local socio-political life. It also analyzes the growing trend of implementing referendums in public administration, particularly widespread in Western Europe. The relationship between representative and direct democracy is examined to determine optimal models for effective public participation. Furthermore, the paper assesses the national legislation of European countries on citizen engagement and identifies best practices applicable to Ukraine. The prospects of participatory governance as a management approach across various fields are outlined.
