dc.description.abstractСтаття присвячена характеристиці основних ідей відомих державних діячів В. О. Татаринова та М. Х. Рейтерна щодо удосконалення системи фінансового управління. Їм довелося планувати, організовувати та впроваджувати суттєві зміни у фінансовому господарстві Російської імперії протягом 60-70-х рр. ХІХ ст. в умовах постійних війн та конфліктів, що вела Російська імперія, небувалого розвитку чиновництва та казнокрадства, колосальних державних фінансових проблем. Проаналізовані наслідки реалізації цих задумів протягом пореформеного двадцятиріччя ХІХ століття. The article deals with the activities of well-known statesmen V.O. Tatarinov and M. H. Reytern who had to plan, organize and implement significant changes in the financial system of the Russian Empire during the 1960’s and 70’s of the nineteenth century during constant wars and conflicts led by the Russian empire, the unprecedented development of bureaucracy and embezzlement, enormous state financial problems. The main purpose of the study is to identify the main ideas of V. O. Tatarinov and M. H. Reytern of improving the financial management in the Russian Empire and analyzing the consequences of implementing these plans during the post-reform twenty years of the nineteenth century. The article describes the content of the financial transformations that were carried out during 1863–1866 for the purpose of streamlining and centralizing the state economy. The conduction of the reforms in rural areas, major changes in fiscal policy, the creation of a state bank and support of private stock banks, improvement of the customs policy, building railways – are the main factors that encouraged foreign capital and have enabled V. A. Tatarinov and M. H. Reytern to bring finances of the Empire to a satisfactory condition. The positive changes in the system of public finance of the empire became apparent in the early 70’s of the nineteenth century, when the regular part of the budget started to be deficient. However, the life of the majority of the population of the empire, the country folk, became even more difficult due to the domination of the poll tax, because of high redemption payments, due to an outdated system of collecting peasant fees through the sale of their property. The listed theoretical and practical achievements of the reformers were actually nullified because of the war with Turkey in 1876–1878 that was initiated by the Russian Empire that led to the uncontrolled growth of military budgets, colossal spending of budget funds, enormous financial and property tensions of the masses, and the consolidation of the image of the European gendarme by the empire.
