dc.description.abstractУ статті проаналізовано вплив наукових досліджень і фінансових заходів міністра фінансів Російської імперії Є. Ф. Канкріна (1823–1844 рр.) на розвиток фінансово-правової думки. Фінансово-економічні ідеї, викладені у наукових працях «Про військову економіку під час війни і миру» (1820 р.), «Світове багатство, національне багатство та економіка держави або спроба нового погляду на політичну економію» (1821 р.), склали підґрунтя його комплексної фінансової діяльності, метою якої було зростання добробуту підданих через врівноваження зростаючих державних потреб і фінансових інтересів населення. З’ясовано, що практична реалізація цієї програми відбувалася через оптимізацію доходів і витрат державного бюджету, стимулювання внутрішньої і зовнішньої торгівлі, стабілізацію грошового обігу та інших заходів, що позитивно вплинули на тогочасне національне виробництво. Оцінено вплив науково-практичної спадщини Є. Ф. Канкріна на подальший розвитку фінансово-правової науки як самостійної наукової сфери. Подано критичний аналіз окремих теоретичних ідей і фінансових заходів Є. Ф. Канкріна, що знайшли відображення у наукових працях викладачів фінансово-правових дисциплін університетських центрів Наддніпрянської України. The article analyzes the influence of the scientific research and financial measures of the Minister of Finance of the Russian Empire Ye. F. Kankrin (1823–1844) on the development of financial and legal thought. The main financial and economic ideas are outlined in the scientific papers «On the military economy during war and peace» (1820), «World wealth, national wealth and the economy of the state or an attempt at a new look at political economy» (1821), «A brief overview of the Russian finances» (1838), «The Essays on Political Economy and Finance» (1845) formed the basis of his financial activity. The purpose of this activity was to increase the well-being of people through balancing the growing state needs and financial interests of the population. The basic ideas of Ye.F. Kankrin on the state budget, tax system, money circulation system and government borrowings are defined. 97 Випуск 54 It was clarified that the practical realization of this program was carried out through optimization of incomes and expenditures of the state budget, stimulation of domestic and foreign trade, stabilization of monetary circulation and other measures that positively influenced national production at that time. It was determined that the reduction of the state budget expenditures was achieved by the expense of reduction of non-targeted expenditures by ministries and head offices and through compensation of payments. And the growth of state budget revenues affected the conduction of the Guild’s reform, protectionist customs policy, as well as the increase in stamp duty, the introduction of excise taxes on tobacco, the restoration of the wholesale alcohol trading system and credit income in the provinces. The basic theoretical views of Ye. F. Kankrin that were the basis for monetary regulation and monetary reform (1839–1843) are characterized. The main result of the monetary reform was the establishment of silver monometallism that corresponded to contemporary world standards of money circulation. The article estimates the influence of scientific and practical heritage Ye. F. Kankrin for the further development of financial and legal science as an independent scientific sphere. It gives the critical analysis of the certain theoretical ideas and financial measures of Ye. F. Kankrin, which were reflected in the scientific works of the teachers of financial and legal disciplines of the university centers of the Dnieper Ukraine.
