Глобалізаційні процеси в інформаційному середовищі чинять істотний вплив на параметри інформаційної безпеки та функціонування інформаційного суспільства загалом, породжують безпрецедентні загрози у ключових сферах суспільного життя. З огляду на це інформаційна безпека набуває статусу самостійного й невід’ємного елементу національної безпеки України. The purpose of the article is to conduct a comprehensive analysis of the legal and organizational foundations of information security in Ukraine, to identify the main problems of its development, and to outline promising areas for improvement. The rapid development of information and communication technologies, the general digitalization of society, and integration with the global information space create the prerequisites for the weakening of state information sovereignty. Globalization processes in the information environment have a significant impact on the parameters of information security and the functioning of the information society as a whole, and create unprecedented threats in key areas of public life. The deliberate activity of an investigator on disclosure of a criminal offense cannot be effective without properly ordered the investigation process through organization and planning. Planning, in essence, constitutes the logical basis of the organizational process, which specifies and defines the basic structural elements of such activity, and the organization is the beginning of the investigation, from the timeliness and quality of which favorable conditions are created for establishing the truth in criminal proceedings. Analysis of the recent research and publications. The issues of organization and planning were adequately researched by leading criminologists. Considerable attention was paid to their correlation. As a consequence, planning of an investigation often involves the organization as an integral element (part). In this issue, we are in agreement with the opinion of scholars who consider planning a narrower notion than organization. At the same time, there are still no theoretical studies of these definitions as part of the investigation into the unlawful handling of weapons and ammunition. The purpose of the article is to highlight some theoretical aspects of organization and planning of investigation into the unlawful handling of weapons and ammunition, taking into account current realities and needs of law enforcement practice. The article analyzes and summarizes the results of scientific research and enforcement practice in organization and planning of investigation into the unlawful handling of weapons and ammunition. The significance of the organizational-practical model of investigation of the researched criminal offense is substantiated. An analysis of the constituent elements of organization and planning is carried out. The existence of conditions influencing the quality of the investigation has been determined. O.У статті здійснено всебічне дослідження функціональних можливостей аналітичної платформи “Artellence”, що є прикладом сучасного когнітивного інструменту для кримінального аналізу в цифровому середовищі. Розкрито архітектуру системи, модульний склад і технічні аспекти, зокрема елементи екосистеми “BigDataPeople 2”. Описано практичне застосування таких модулів, як фотопошук, семантичне профілювання, побудова графів зв’язків, геопозиціонування, класифікація ідеологічної орієнтації та часовий аналіз цифрової активності. Наведено кейс-аналіз роботи системи в умовах розпізнавання особи за зображенням, побудови аналітичного профілю, визначення взаємодій, а також оцінювання лексичних маркерів та інформаційних кластерів. Висвітлено інтерфейсні рішення та точнісні показники, що підтверджують ефективність інструменту. Визначено потенціал Artellence у побудові доказових гіпотез, верифікації цифрових слідів, оперативній і стратегічній підтримці досудового розслідування та розробленні аналітичних моделей злочинної поведінки з урахуванням міжнародних підходів. In the current context of a significant complication of crime traditional approaches to criminal analysis are losing their effectiveness. Law enforcement agencies increasingly face the need for the rapid processing of heterogeneous sources of information, including digital traces, social media accounts, data from open platforms, video surveillance results, and other unstructured sources. In this regard, there arises an objective need for the implementation of high-tech analytical systems capable of automated real-time analysis of large volumes of data while complying with procedural legislation. Particularly relevant are analytical platforms that not only process information but also generate substantiated analytical hypotheses based on it, reveal hidden connections between objects, predict probable events, and identify risky behavioral patterns. In this context, the Artellence system, localized for the needs of Ukrainian law enforcement agencies in partnership with Big People 2, represents a technology that synthesizes algorithmic power, multilayered OSINT analytics, and a digital profiling architecture of subjects. Accordingly, this article provides a comprehensive study of the functional capabilities of the Artellence analytical platform, which serves as an example of a modern cognitive tool for criminal analysis in the digital environment. The architecture of the system, its modular composition, and technical aspects – including elements of the BigDataPeople 2 ecosystem – are disclosed. The practical application of such modules as photo search, semantic profiling, link graph construction, geolocation, ideological orientation classification, and temporal analysis of digital activity is described. A case analysis of the system’s operation is presented, illustrating its performance in facial recognition, analytical profiling, interaction mapping, and assessment of lexical markers and information clusters. Interface solutions and accuracy indicators are highlighted, confirming the tool’s effectiveness. The potential of Artellence in constructing evidentiary hypotheses, verifying digital traces, providing operational and strategic support for pre-trial investigations, and developing analytical models of criminal behavior in line with international approaches is defined.Документ Організація розкриття шахрайств, учинених в кіберпросторі(Алерта, 2023) Романов М. В.Монографію присвячено теоретичному узагальненню та новому вирішенню наукового завдання стосовно комплексного аналізу та наукового обґрунтування засад організації розкриття шахрайств, учинених в кіберпросторі. Визначено стан наукових досліджень відповідної проблематики та розкрито зміст оперативно-розшукової характеристики таких шахрайств. Конкретизовано процес оцінки первинної інформації, коло обставин, що підлягають встановленню, питання планування та взаємодії, а також організаційно-тактичне забезпечення розкриття. З’ясовано основні напрями розкриття шахрайств, учинених в кіберпросторі, та особливості отримання інформації з відкритих джерел (OSINT). Призначена для використання в практичній і науково-дослідній діяльності та в освітньому процесі. The monograph is devoted to the theoretical generalisation and a new solution of the scientific task concerning a comprehensive analysis and scientific substantiation of the foundations for organising the detection of frauds committed in cyberspace. The state of scholarly research on the relevant problem is determined, and the content of the operational and investigative characteristics of such frauds is disclosed. The assessment of primary information, the range of circumstances subject to establishment, the issues of planning and interaction, as well as the organisational and tactical support of detection, are specified. The main directions for detecting frauds committed in cyberspace and the features of obtaining information from open sources (OSINT) are clarified. The work is intended for use in practical and research activities and in the educational process.
