The thesis of the report is devoted to the issue of information security of the state. An important role in this informational and psychological confrontation, the protection of national interests and the appropriate response to modern challenges is played by state authorities. Розглянуто проблему погіршення ментального та фізичного здоров'я жінок через «подвійне навантаження» - поєднання роботи та догляду за родиною. Особлива увага приділяється законодавчому захисту прав жінок, зокрема ратифікації Стамбульської конвенції, та проблемі зростання рівня домашнього насильства в умовах війни. Водночас підкреслюється активна роль жінок у захисті держави: відзначено їхню значну присутність у лавах ЗСУ (42 тисячі осіб), медицині та підприємництві. Сформульовано рекомендації щодо посилення державної підтримки через цифровізацію психологічної допомоги, програми перекваліфікації та розширення участі жінок у процесах прийняття рішень. The theses analyze the socio-economic and psychological challenges faced by Ukrainian women as a result of the full-scale Russian invasion. The problem of the deterioration of women's mental and physical health due to the "double burden" - combining work and family care - is considered. Special attention is paid to the legislative protection of women's rights, in particular the ratification of the Istanbul Convention, and the problem of the increase in the level of domestic violence in wartime. At the same time, the active role of women in protecting the state is emphasized: their significant presence in the ranks of the Armed Forces of Ukraine (42 thousand people), medicine and entrepreneurship is noted. Recommendations are formulated to strengthen state support through the digitalization of psychological assistance, retraining programs and expanding women's participation in decision-making processes.Документ Захист прав та інтересів дітей в умовах війни(ОДУВС, 2024) Кіблик Д. V.У роботі досліджено критичний стан захисту прав та інтересів дітей в Україні після початку повномасштабного вторгнення рф, оскільки діти визнані найбільш вразливою категорією населення. Авторка акцентує увагу на руйнуванні психологічної безпеки підростаючого покоління, що створює довгострокові ризики для ментального здоров'я та соціальної адаптації. Розглянуто роль Національної програми ментального здоров'я, ініційованої першою леді України, та важливість дотримання норм Конвенції ООН про права дитини у воєнний час. У тезах наведено статистичні дані щодо загибелі та поранень дітей, а також висвітлено проблеми депортації, викрадення та вимушеного переміщення понад 70% українських дітей. Окрему увагу приділено законодавчим змінам та діяльності Координаційного штабу з захисту прав дітей. The paper examines the critical state of protection of children's rights and interests in Ukraine after the start of the full-scale invasion of the Russian Federation, since children are recognized as the most vulnerable category of the population. The author focuses on the destruction of the psychological security of the younger generation, which creates long-term risks for mental health and social adaptation. The role of the National Mental Health Program, initiated by the First Lady of Ukraine, and the importance of compliance with the norms of the UN Convention on the Rights of the Child in Wartime are considered. The abstracts provide statistical data on the death and injury of children, and also highlight the problems of deportation, abduction and forced displacement of more than 70% of Ukrainian children. Проаналізовано ключові програми навчання, такі як британська операція «Interflex» та місія Європейського Союзу EUMAM, що охоплюють базову загальновійськову підготовку, освоєння сучасної техніки (танків, БМП, артилерії, FPV-дронів) та впровадження натівської концепції управління «Mission Command». Окрему увагу приділено спеціалізованій підготовці пілотів на літаках F-16 у новостворених центрах у Румунії та Великій Британії. У тезах підкреслюється, що міжнародна співпраця забезпечує українських захисників не лише теоретичними знаннями та практичними навичками використання сучасних технологій, а й важливою психологічною підтримкою та досвідом взаємодії з арміями країн НАТО, що безпосередньо адаптується під тактику російсько-української війни для ефективного захисту країни. The theses consider foreign experience in training specialists for the security and defense sector of Ukraine in the conditions of full-scale aggression by the Russian Federation. Key training programs are analyzed, such as the British operation «Interflex» and the European Union mission EUMAM, which cover basic combined-arms training, mastering modern equipment (tanks, infantry fighting vehicles, artillery, FPV drones) and implementing the NATO concept of «Mission Command». Special attention is paid to specialized training of pilots on F-16 aircraft in newly created centers in Romania and the United Kingdom. The theses emphasize that international cooperation provides Ukrainian defenders not only with theoretical knowledge and practical skills in using modern technologies, but also with important psychological support and experience in interacting with the armies of NATO countries, which is directly adapted to the tactics of the Russian-Ukrainian war for the effective defense of the country.Документ Захист вразливих груп населення: проблеми і перспективи(Одеський державний університет внутрішніх справ, 2023) Кіблик Д. The thesis of the report is devoted to the general legal vision of the problems of combating corruption in Ukraine, in particular during the period of martial law. The report's theses are devoted to a comprehensive analysis of the issues of national security of Ukraine through the prism of the influence of internal and external factors in the conditions of martial law. The authors reveal the multi-component nature of national security, paying special attention to the military, information, educational, mental and financial components. The effectiveness of the national security system largely depends on the quality of public administration, the development of human capital, combating corruption and ensuring the information stability of society. Визначено форми превентивної діяльності як правове вираження дій поліцейських, що поділяються на правові (спрямовані на юридичний результат) та організаційні (семінари, навчання, охорона). Особлива увага приділяється індивідуальним правовим актам управління ненормативного характеру, які є найбільш поширеною формою вирішення конкретних справ у сфері превенції правопорушень. Методи превентивної діяльності розглядаються як способи управлінського впливу на об'єкти, що базуються на поєднанні елементів переконання (виховання, заохочення) та примусу (психологічний або фізичний вплив для виконання норми закону). У висновку наголошується, що ефективність превенції залежить від чіткого дотримання поліцейськими меж компетенції, визначених законодавством України. This paper examines the theoretical and practical aspects of the implementation of the preventive function by the units of the National Police of Ukraine through a system of relevant forms and methods. Forms of preventive activity are defined as the legal expression of police actions, which are divided into legal (aimed at a legal result) and organizational (seminars, training, security). Special attention is paid to individual legal acts of non-normative management, which are the most common form of resolving specific cases in the field of crime prevention. Methods of preventive activity are considered as methods of managerial influence on objects based on a combination of elements of persuasion (education, encouragement) and coercion (psychological or physical influence to fulfill the norm of the law). Метою статті є дослідження історично ретроспективного формування сучасної державної політики щодо захисту прав і свобод осіб з інвалідністю та охарактеризувати основні тенденції розвитку цієї сфери в окремі періоди української державності. The article is devoted to the study of the problems of state policy on ensuring the rights and freedoms of persons with disabilities in the context of historical and legal review. The relevance of the study lies in the expediency of studying the historical and legal origins of the formation of national legislation on the protection of the rights of persons with disabilities in modern Ukraine. For the purpose of complex theoretical study, the monuments of legal thought of the X-XX centuries are taken into consideration. The purpose of the article is to study the historical retrospective of the formation of modern state policy on the protection of the rights and freedoms of persons with disabilities and to describe the main trends in this area during certain periods of Ukrainian statehood. The study presents some historical stages, within which the issue of care for people with disabilities from the state and society is acute and accordingly develops the legislative aspect of regulating these processes as a result of strengthening the role of the state in them. In addition, the formation of state policy on persons with disabilities was influenced by external factors, namely the social system and legislation of those countries that included the ethnic lands of Ukraine. The scientific and practical value of the article lies in the ability to trace the preconditions for the formation of fundamental provisions for the protection of the rights of persons with disabilities and their evolution depending on the transformation of global legal trends.Документ Інститут адміністративної відповідальності: проблеми в сучасному суспільстві(Донецький державний університет внутрішніх справ, 2023) Кіблик Д. It is proposed to develop a clear legal concept in the form of a new one of a codified act that will correspond to a modern democratic state and social relations.
