P.В статті розглядається старіння населення та соціалізація осіб похилого віку як частина завдань публічної влади серед кола питань що стосується гуманізації суспільного життя. Показано, що старіння населення сьогодні притаманне практично всім країнам світу, в т.ч. Україні. Розглянуто типи й фактори, що впливають на формування трендів демографічного розвитку. Зроблено акцент на впливі воєнних дій на демографічні зміни як додатковий чинник цього розвитку. Доведено, що в довоєнний період старіння населення було в центрі уваги органів публічної влади. Одним з головних державних документів в цьому напрямі названо Стратегію державної політики з питань здорового та активного довголіття населення.Визначено додаткові проблеми для осіб похилого віку, пов’язаних зі зміною соціально-політичного стану в країні. Проаналізовано можливість адаптації положень Стратегії до умов воєнного часу. Перелічено основні напрями функціонування органів публічної влади задля підтримки осіб похилого віку під час воєнних дій. Тhe article examines the aging of the population and the socialization of the elderly as part of the tasks of public authorities among the range of issues related to the humanization of public life. It is shown that the aging of the population today is characteristic of almost all countries of the world, including Ukraine. The types and factors affecting the formation of trends in demographic development are considered. Emphasis is placed on the impact of military operations on demographic changes as an additional factor in this development. It has been proven that in the pre-war period the aging of the population was in the center of attention of public authorities. One of the main state documents in this direction is called the State Policy Strategy on Healthy and Active Longevity of the Population. Additional problems for the elderly associated with the change in the socio-political situation in the country have been identified. The possibility of adapting the provisions of the Strategy to wartime conditions was analyzed. Сучасні проблеми сталого місцевого розвитку вказують на важливість їх розв’язання завдяки здійсненню стратегічного управління, що є особливо важливим в умовах глобалізації. Для успішного функціонування та забезпечення сталого розвитку територіальних громад необхідним є знаходження та застосування нових підходів до стратегічного управління сталим місцевим розвитком. Аналіз останніх досліджень. Стратегічне управління досліджували такі вчені, як: І. Дунаєв, М. Латинін, Т. Лозинська, С. Романюк, В. Тертичка та ін. Питання місцевого розвитку досить ґрунтовно відображено у працях В. Бабаєва, Т. Кравченко, Ю. Шарова та ін. Вчені приділили увагу теоретичним засадам стратегічного управління сталим місцевим розвитком, особливостям здійснення стратегічного планування, підготовці та реалізації стратегій розвитку, проблемам місцевого розвитку. Однак потребує додаткових досліджень визначення сутності стратегічного управління сталим місцевим розвитком. Мета статті – визначення сутності стратегічного управління сталим місцевим розвитком. Виклад основного матеріалу. Проналізовано наукові джерела та визначено сутність стратегічного управління сталим місцевим розвитком. Наголошено на тому, що саме таке управління орієнтоване на визначення, обґрунтування та досягнення стратегічних цілей сталого місцевого розвитку, засобом досягнення яких є стратегії розвитку, які визначають траєкторію сталого місцевого розвитку. Зазначено, що збалансований розвиток економічної, соціальної та екологічної складових передбачає реалізацію пріоритетних напрямів, визначених у стратегіях розвитку. Висновки і перспективи подальших розвідок. Аналіз наукових джерел показав, що сутність стратегічного управління сталим місцевим розвитком визначається шляхом вирішення найважливіших завдань, які характеризують послідовність його впровадження. Сучасна управлінська практика свідчить про необхідність застосування інноваційних та інтегрованих підходів до стратегічного управління сталим місцевим розвитком. Наголошується, що гармонійна взаємодія та розвиток екологічної, соціальної й економічної складових сприяють вирішенню проблем сталого місцевого розвитку, удосконаленню механізму досягнення цілей, визначених у стратегіях розвитку, що може стати напрямом подальшого наукового дослідження. Modern problems of sustainable local development indicate the importance of their solution through the implementation of strategic management, which is especially important in the context of globalization. For the successful functioning and sustainable development of territorial communities, it is necessary to find and apply new approaches to strategic management of sustainable local development. The analysis of the recent publications regarding the issues this article deals with. Strategic management was investigated by such scientists as: I. Dunaev, M.Latinin, T. Lozynska, S. Romanyuk, V. Tertychka and others. The issue of local development with sufficient depth is reflected in the works of V. Babayev, T. Kravchenko, Y. Sharova and others. Scientists paid attention to the theoretical bases of strategic management of sustainable local development, the peculiarities of strategic planning, preparation and implementation of development strategies, problems of local development. However, it requires additional research to determine the essence of strategic management of sustainable local development. The purpose (the objective) of this article. The paper objective is to determine the essence of strategic management of sustainable local development. The key results and the background. Scientific sources have been analyzed and the essence of strategic management of sustainable local development has been determined. It is emphasized that such management is focused on determining, justifying and achieving strategic goals of sustainable local development, the means of achieving which are development strategies that determine the trajectory of sustainable local development. It is noted that the balanced development of economic, social and environmental components provides for the implementation of priority areas defined in the strategies for the development. Conclusions and the prospects of the further research. Analysis of scientific sources proves that the essence of strategic management of sustainable local development is determined by the solution of the most important tasks that characterize the sequence of its implementation. S.Питання державного безпекового регулювання розвитку підприємств агропродовольчої сфери є відкритим і потребує додаткового дослідження закономірностей і латентних проблем, зокрема в умовах протидії корупції, управління змінами та проєктами. Обґрунтовано, що формами державного безпекового регулювання діяльності агропродовольчої сфери є: визначення пріоритетних сфер і об’єктів розвитку, податкове регулювання господарської діяльності, регулювання інвестиційної діяльності через надання фінансової допомоги, проведення відповідної кредитної та амортизаційної політики, регулювання процесів приватизації, регулювання форм і умов фінансового інвестування, експертиза інвестиційних проєктів у процесі державних інвестиційних програм. Отже, об’єкт регулювання розвитку агропродовольчої сфери слід розглядати як економічну складову адаптації діяльності підприємств агропродовольчої сфери до післявоєнних умов. Державне безпекове регулювання розвитку підприємств агропродовольчої сфери щодо засобів продовольчого самозабезпечення можна визначити як процес створення умов для оптимального формування і розміщення виробничих потужностей агропродовольчої сфери у структурі національної економіки з метою організації сталого забезпечення продовольчими ресурсами або як діяльність органів державної і регіональної влади щодо вироблення державної політики продовольчого забезпечення, визначення та результативного застосування механізмів її реалізації. Доведено, що для забезпечення розвитку підприємств агропродовольчої сфери потрібно враховувати відповідні обмеження, щоб уникнути ситуацій контрпродуктивних дій. The issue of state security regulation of developing enterprises in the agro-food sector is open. It requires additional research into patterns and latent problems, particularly in anti-corruption, change, and project management. It is substantiated that the forms of state security regulation of the agro-food sector are: determination of priority areas and objects of development, tax regulation of economic activity, regulation of investment activity through the provision of financial assistance, implementation of the appropriate credit and depreciation policy, regulation of privatization processes, regulation of forms and conditions of financial investment, examination of investment projects in the process of state investment programs. Therefore, regulating the agro-food sector's development should be considered an economic component of the adapted activities of agro-food enterprises to post-war conditions. State security regulation of the development of agro-food enterprises about the means of food self-sufficiency can be defined as the process of creating conditions for the optimal formation and placement of production capacities of the agro-food sector in the structure of the national economy to organize a sustainable supply of food resources, or as the activity of state and regional authorities to the development of state policy food supply, definition and practical application of the mechanisms of its implementation. Обґрунтовано, що в даних умовах необхідними є спеціалісти, здатні організовувати роботу освітніх закладів, закладів охорони здоров’я, будівельної галузі. Показано, що заклади освіти мають вже сьогодні готувати таких спеціалістів. Для організації підготовки застосовуються системи іноземних грантів. На прикладі консорціуму університетів (ДонДУВС, МГУ та КНУБА) розглянуто приклад подібної діяльності. The article examines approaches to the training of managers, taking into account the conditions of the post-war recovery of Ukraine. It is substantiated that in these conditions, specialists capable of organizing the work of educational institutions, health care institutions, and the construction industry are necessary. It is shown that educational institutions should already train such specialists today. Foreign grant systems are used to organize training. Одним із ключових завдань державної політики регулювання безпеки є сприяння розвитку культури інформаційної безпеки серед громадян і працівників державних органів. Наша держава характеризується критичним рівнем загроз саме в інформаційній сфері функціонування суспільства в умовах широкомасштабної військової агресії та невизначеністю ризику внутрішньосистемних зловживань і правопорушень в інформаційній сфері, що зумовлює необхідність удосконалити державну політику інформаційного регулювання, зокрема у процесі надання адміністративних послуг. In the work, attention is paid to directions in public policy regarding the regulation of information, which acquires new meanings in the conditions of the development of the information society and the introduction of the electronic governance system as a tool for the implementation of parity democracy. It is important to realize that the dimension of the public policy of information regulation should be the basis for ensuring security both at the regional and national level. One of the key tasks of the public policy of security regulation is to promote a culture of information security among citizens and employees of government bodies plays an important role. In a modern regional economy in Ukraine, there is a need to improve the mechanisms of strategic management by the regional economic development in the sphere of public administration. Problems of the economic regional development in Ukraine explains the need to pay attention to strategic management by the regional economic development in the sphere of public administration. The issue of strategic management by the regional economic development in the sphere of public administration has been covered in the scientific works. But despite active scientific researches the strategic management by the regional economic development in the sphere of public administration in Ukraine isn’t still studied properly. The strategic management by the regional economic development in the sphere of public administration in Ukraine have been investigated. The normative legal base of strategic management by the regional economic development in the sphere of public administration in Ukraine are generalized. The main components of normative legal base of strategic management by the regional economic development in the sphere of public administration in Ukraine are The Constitution of Ukraine, laws of Ukraine, Codes of Ukraine, Acts of the Cabinet of Ministers of Ukraine and others. V.Зазначено, що наразі актуалізується значимість публічного управління та адміністрування в забезпеченні сталого розвитку територій внаслідок актуалізації підготовки, прийняття та реалізації ефективних та якісних управлінських рішень у зв’язку із сучасними змінами та пов’язаними з ними соціально-економічними й екологічними проблемами. Проаналізовано наукові напрацювання з дослідження публічного управління та адміністрування, визначено їх принципи, функції, методи, механізми. Визначено напрями удосконалення публічного управління та адміністрування в контексті забезпечення сталого розвитку територій, до яких належать: удосконалення нормативно-правового й організаційного забезпечення, надання публічних послуг; своєчасне реагування органів публічної влади та управління на соціально-економічні й екологічні проблеми; забезпечення взаємодії органів державної влади та органів місцевого самоврядування, громадянського суспільства; удосконалення підготовки прогнознопрограмних документів й проведення стратегічної екологічної оцінки документів державного планування; упровадження найкращих практик публічного управління та адміністрування, збалансування соціально-економічних та екологічних інтересів суб’єктів політики розвитку територій; удосконалення кадрового забезпечення, підготовки фахівців з публічного управління та адміністрування. Зазначено, що започатковані реформи, які стосуються усіх сфер життєдіяльності, висувають нові вимоги до здійснення публічного управління та адміністрування в забезпеченні сталого розвитку територій. Наголошено, що їх модернізація можлива за умов забезпечення ефективного функціонування їх механізмів. Підкреслено, що публічне управління та адміністрування в Україні має здійснюватися з урахуванням сучасних тенденцій розвитку територій, їх потенціалу, та має бути стратегічно-орієнтованим на сталий їх розвиток. Зазначено, що має бути використано зарубіжний досвід публічного управління та адміністрування в контексті забезпечення сталого розвитку територій, що потребує подальших досліджень. Public management and administration in provision sustainable development of territories are considered. It is stated that the importance public management and administration in provision sustainable development of territories due to the actualization of the preparation, adoption and implementation of effective and highquality management decisions in connection with current changes and related socioeconomic and environmental problems is currently being emphasized. It is found out that despite the fact that scientists pay considerable attention to public management and administration, their functioning, it is important to identify areas for improvement in the context of provision sustainable development. The scientific developments in the study of public management and administration are analyzed, their principles, functions, methods, mechanisms are determined. The directions of improvement of public management and administration in the context of provision sustainable development of territories are determined, which include: improvement of normative-legal and organizational support, provision of public services; timely response of public authorities and management to socio-economic and environmental problems; provision the interaction of public authorities and local governments, civil society; improving the preparation of forecast and program documents and conducting strategic environmental assessment of state planning documents; introduction of the best practices of public management and administration, balancing the socio-economic and environmental interests of the subjects of territorial development policy; improvement of staffing, training of specialists in public management and administration. It is noted that the launched reforms, which apply to all spheres of life, put forward new requirements for public management and administration in provision sustainable development. It is emphasized that their modernization is possible provided that their mechanisms are functioning effectively. It was found that in the context of global challenges in Ukraine, more and more attention should be paid to provision sustainable development of territories. It is emphasized that public management and administration in Ukraine should be carried out taking into account current trends in the development of territories, their potential, and should be strategically focused on their sustainable development. It is stated that foreign experience in public management and administration should be used in the context of provision sustainable development of territories, which requires further research.
