Звернуто увагу на необхідність застосування екіпірування та спеціальних засобів у процесі фізичної підготовки курсантів закладів вищої освіти зі специфічними умовами навчання, що належать до сфери управління Міністерства внутрішніх справ України. Окреслено необхідність впровадження освітнього компонента «Професійно-прикладна фізична підготовка в екстремальних умовах» в освітній процес професійної підготовки майбутніх працівників Національної поліції. The article deals with topical issues of professional training of future employees of the National Police of Ukraine. It ensures their level of service readiness and their effective performance of tasks under martial law. Attention was drawn to the need to use equipment and special means in the process of physical training of cadets of Ministry of Internal Affairs (Ukraine) in higher education institutions with specific learning conditions. The need to introduce the educational component “Professionally-applied physical training in extreme conditions” into the educational process of professional training of future employees of the National Police is outlined. The main purpose of the discipline (optional) “Professionally-applied physical training in extreme conditions” is to consolidate professional skills and abilities in conditions close to real ones and to improve professional skills for performing combat service tasks. This specialized discipline should become an integral part of physical training system of National Police employees and will be aimed at forming and maintaining the necessary level of physical fitness of law enforcement officers to perform professional activities in extreme conditions and in full combat gear. The analysis of the specifics of the professional activity of the National Police of Ukraine employees gives reasons to state that the physical training of a modern employee is one of the main directions of service and professional training. For the effective training of police officers, it is necessary to strengthen the physical component of the educational program in order to improve professionally-applied and vital skills and abilities, related to the special internal and external conditions of professional activity of future National Police of Ukraine employees under martial law. Розглянуто та проаналізовано принципі діяльності поліції, що визначені у Законі України «Про Національну поліцію», а саме: верховенство права, дотримання прав і свобод людини, законності, політичної нейтральності, взаємодія з населенням на засадах партнерства, безперервності. Запропоновано принцип взаємодії з населенням на засадах партнерства розглядати, як основний: по-перше, щоб повернути повагу населення до поліції, по-друге, рівень взаємодії впливає на ефективність виконання функцій поліції, по-третє, по рівню довіри можливо зробити висновок щодо ефективності роботи поліції в цілому. З метою вдосконалення діяльності поліції запропоновані зміни до переліку принципів, визначених у Законі України «Про Національну поліцію». This article is devoted to the study of the principles of the police of Ukraine. The principles of police activity defined in the Law of Ukraine "On the National Police" are considered and analyzed, namely: the rule of law, respect for human rights and freedoms, legality, political neutrality, interaction with the population on the basis of partnership, continuity. It is noted that since Ukraine has announced a course for integration into the European Community and approximation of the Ukrainian legal system to European and world standards, the introduction of Ukrainian legislation and principles that have existed for some time in international law is one of the important steps towards this goal. It is proved that the definition of principles at the level of law indicates that they must be harmonized with existing social values, and the conceptual basis of the modern police paradigm should be the unconditional recognition of the primacy of human and civil rights and freedoms in public relations. on the basis of partnership should be considered as the main: first, to restore public respect for the police, secondly, the level of interaction affects the effectiveness of police functions, and thirdly, the level of trust can be concluded on the effectiveness of policing in general. The development and consolidation of ethical principles is important, which is justified by the peculiarities of policing. It is proposed to supplement the system of principles of police activity with the principles of tolerance and inadmissibility of discrimination. The police must respect and protect human rights and freedoms regardless of race, language, skin color, gender, age and other beliefs and characteristics. У роботі визначено адміністративну діяльність як спеціалізовану галузь діяльності правоохоронних органів, орієнтовану на захист прав і свобод особи та громадянина, а також інтересів держави, зокрема у сферах публічної безпеки, фінансово-економічних та інформаційних відносин. Дослідницями висвітлено, що адміністративна діяльність передбачає використання державного примусу та юридичну відповідальність за недотримання встановлених норм. Крім того, вони наголошують, що така діяльність провадиться відповідно до чинного законодавства та забезпечується необхідними гарантіями законності. У статті розглянуто різні аспекти адміністративної діяльності правоохоронних органів, включно з її суб’єктним складом, компетенцією та застосуванням спеціальних заходів. Також автори звернули увагу на взаємозв’язок понять «адміністративна діяльність» та «поліцейська діяльність», вказуючи на їхні особливості та спільні риси. У висновках підкреслюється важливість адміністративно-правового аспекту в реалізації правоохоронної функції держави та надається системний огляд основних правоохоронних органів, які проводять адміністративну діяльність. The authors focus on analyzing the essence of the administrative activity of law enforcement agencies in the context of administrative-legal dimension. The study defines administrative activity as a specialized field of law enforcement agencies aimed at protecting the rights and freedoms of individuals and citizens, as well as the interests of the state, particularly in areas of public safety, financial-economic, and informational relations. The researchers highlight that administrative activity involves the use of state coercion and legal liability for non-compliance with established norms. Additionally, they emphasize that such activity is carried out in accordance with current legislation and is ensured by necessary guarantees of legality. The article examines various aspects of administrative activity of law enforcement agencies, including their composition, competence, and application of special measures. The authors also draw attention to the interrelation between the concepts of “administrative activity” and “police activity”, indicating their peculiarities and common features. In the conclusions, the importance of the administrative-legal aspect in realizing the law enforcement function of the state is emphasized, and a systematic overview of the main law enforcement agencies conducting administrative activity is provided.
