А.In the article the results of the analysis of the transformational dynamics of the identity of public servants in Ukraine in the context of the archetypal methodology are presented. The article is based on the ideas of Swiss psychologist Carl Jung on the archetypes of the collective unconscious, the works of Austrian psychologist Sigmund Freud, English historian Arnold Toynbee and the American psychologist Erich Erickson. At the same time, the toolkit of the author's archetypal methodology was used, including the analytical-synthetic model of the «universal epochal cycle» and the psychodiagnostic methodology «BAD». The article substantiates the application of archetypal methodology to establish, through psychosocial differences, the dynamics of the process of identification of public servants of Ukraine within the framework of the socio-historical cycle «Modern-Postmodern». A retrospective historical analysis using the author's analytical and synthetic model of «universal epochal cycle» and the psychodiagnostic methodology «BAD» made it possible to identify the framework of the socio-historical cycle «Modern-Postmodern» in Ukraine, which consists of two normatively stable historical periods – involution / evolution and two transitional states – revolution / co-evolution. The psychosocial characteristics of Ukrainian society and public service as a social institution within the socio-historical epochs of «Modern» and «Postmodern» were established. The author's archetypal methodology in monitoring studies of the public service of Ukraine made it possible to reveal in the new postmodern conditions a tendency towards the dominance in its public administration of the social modus of identity, which is the guarantor of morality in the national policy and public administration of Ukraine. У статті подано результати аналізу трансформаційної динаміки ідентичності державних службовців України в контексті архетипної методології. В основу статті покладено ідеї швейцарського психолога Карла Юнга про архетипи колективного несвідомого, праці австрійського психолога Зигмунда Фрейда, англійського історика Арнольда Тойнбі та американського психолога Еріха Еріксона. При цьому використовувався інструментарій авторської архетипної методології, що включає аналітико-синтетичну модель «універсального епохального циклу» та психодіагностичну методику «БАД». У статті обґрунтовується застосування архетипної методології для встановлення через психосоціальні відмінності динаміки процесу ідентифікації державних службовців України в рамках соціально-історичного циклу «Модерн-Постмодерн». Ретроспективний історичний аналіз із використанням авторської аналітико-синтетичної моделі «універсального епохального циклу» та психодіагностичної методики «БАД» дав змогу визначити рамки соціально-історичного циклу «Модерн-Постмодерн» в Україні, який нормативно складається з двох стабільні історичні періоди – інволюція / еволюція та два перехідних стани – революція / коеволюція. Встановлено психосоціальні характеристики українського суспільства та державної служби як соціального інституту в межах суспільно-історичних епох «Модерну» та «Постмодерну». П.The article analyzes the use of information technologies to increase the level of economic efficiency and trust in public administration in Ukraine. Design/Methodology/Approach: We use the concept of digital management for the purpose of integrated interaction of municipal and state structures with business, civil society institutions and the population. Findings: The conducted research concludes the active digital transformation of public administration in Ukraine. The following trends in the use of information technology are identified: the development of institutional support; the creation of analytical portals for ensuring public control; the level of accountability, transparency, accountability of the activity of civil servants; the implementation of e-government projects; the changing philosophy of development of electronic services. Practical Implications: The concept of state policy in the field of digital infrastructure was developed on the basis of a multi-stakeholder approach according to which the main purpose of the state bodies is to identify, prioritize, harmonize and satisfy the stakeholders. Originality/Value: In this article, we show the level of individual regions in Ukraine where there is uneven implementation and use of e-learning tools management. У статті аналізується використання інформаційних технологій для підвищення рівня економічної ефективності та довіри до державного управління в Україні. Дизайн/Методологія/Підхід: Ми використовуємо концепцію цифрового управління з метою комплексної взаємодії муніципальних і державних структур з бізнесом, інститутами громадянського суспільства та населенням. Висновки: Проведене дослідження завершує активну цифрову трансформацію державного управління в Україні. Визначено такі тенденції використання інформаційних технологій: розвиток інституційного забезпечення; створення аналітичних порталів для забезпечення громадського контролю; рівень підзвітності, прозорості, підзвітності діяльності державних службовців; впровадження проектів електронного урядування; зміна філософії розвитку електронних послуг. Практичні результати: концепція державної політики у сфері цифрової інфраструктури була розроблена на основі багатостороннього підходу, згідно з яким основною метою державних органів є визначення, визначення пріоритетів, гармонізація та задоволення зацікавлених сторін. Оригінальність/цінність: у цій статті ми показуємо рівень окремих регіонів України, де є нерівномірне впровадження та використання засобів управління електронним навчанням.
