В.; Zozulya E. V.У статті проаналізовано зміст та структурно-функційні ознаки поняття міжнародного співробітництва правоохоронних органів України у боротьбі зі злочинністю. Досліджено розвиток співробітництва держав у цій області, основні напрямки, особливості й форми нормативно-правового та організаційного забезпечення міжнародної співпраці правоохоронних органів держави. Автор доходить висновку, що історико-правовий аналіз міжнародного співробітництва у боротьбі зі злочинністю дозволяє визначити найбільш ефективні форми діяльності правоохоронних органів у сфері протидії транснаціональним формам злочинності, захисту прав людини і основоположних свобод. In the article it is analyzed the content, structural and functional features of the concept of international cooperation of law enforcement bodies of Ukraine in the fight against crime. It is stressed that the cooperation of law enforcement agencies in this area is not an autonomous phenomenon, but exists as a component of interstate relations in the sphere of international cooperation. It is analyzed the ratio of the concepts of "international cooperation" and "collaboration" of law enforcement agencies in the fight against crime. It is refined the categorical concept of "international crimes" and "crimes of international concern", that allows to determine the content, effective forms and methods of international law enforcement cooperation in combating them. It is studied the development of cooperation of States in this area, the main lines, features, levels and forms of regulatory and organizational support of the international cooperation of law enforcement bodies of the state. The author concludes that the historical and legal analysis of international cooperation in the fight against crime helps to determine the most effective activity forms of law enforcement agencies in combating transnational forms of crime, protection of human rights and fundamental freedoms.Документ Діяльність органів внутрішніх справ України щодо реалізації державної політики у сфері міграції (історико-правовий аспект)(Донецький юридичний інститут МВС України, 2016) Зозуля Є. V.У статті проаналізовано окремі історико-правові аспекти формування державної міграційної політики України, діяльності органів внутрішніх справ щодо участі в реалізації міграційної політики України, а надто у сфері протидії незаконній міграції. Здійснено дослідження формування нормативно-правової бази, визначення місця й ролі структурних підрозділів МВС у реалізації завдань на цьому напрямку їх діяльності. Розглянуто напрямки вдосконалення роботи органів внутрішніх справ із посилення ефективності міграційного контролю, запропоновано окремі заходи на законодавчому та інституційному рівні для підвищення ефективності державної політики у сфері управління міграцією та державними кордонами України. The article analyzes some historical and legal aspects of the formation of the state migration policy of Ukraine, the activities of the Interior regarding the participation in the implementation of the migration policy of Ukraine, especially in the field of combating illegal migration. It was determined that after gaining independence, one of the factors that throughout the period of formation of Ukraine as an independent state significantly affects the increase in crime and a conflict factor in the social, political and other spheres of public life of the Ukrainian state, began to illegal migration. A study of the formation of the legal framework regulating migration processes, it was concluded that At the conclusion of international experts, Ukraine has formed a liberal migration legislation. Characteristics of organizational direction to ensure the effective management of migration flows, addressing the creation of a single State Migration Service. It is concluded that an effective manner the functioning of the State Migration Service of Ukraine is possible only as part of the Ministry of Interior as a body of government control, rather than the central body of executive power. Characterized by the place and role of the structural units of the Ministry of Interior in the implementation of tasks in this area of activity. В.; Zozulya E. V.У статті досліджуються питання нормативно-правового та організаційного забезпечення діяльності МВС України щодо протидії злочинності у сфері високих технологій. Проаналізовано формування нормативно-правової бази протидії кіберзлочинності як на внутрішньонаціональному, так і міжнародному рівнях. Визначена важливість приєднання України до основоположних міжнародних конвенцій у протидії кіберзлочинності, їхній вплив на формування національної нормативно-правової бази у цій сфері. Досліджено ґенезу становлення і розвитку організаційно-правового забезпечення та форми міжнародного співробітництва спецпідрозділів МВС у боротьбі з кіберзлочинністю. На основі проведеного дослідження визначено коло проблем, вирішення яких дозволить суттєво підвищити ефективність діяльності підрозділів кіберполіції Національної поліції України. The article it is examined the issues of legal and organizational support of the activities of the Ukrainian Interior Ministry concerning the combat crime in the sphere of high technologies. It is analyzed the formation of the legal framework to counter cybercrime on intra-national and international levels. It is emphasized the importance of Ukraine's accession to fundamental international conventions in combating cybercrime, its influence on the formation of a national legal framework in this area. It is paid great attention to the fact that in modern conditions, the development of effective cyber security system is one of the urgent tasks of national security of Ukraine. It was determined that the Ministry of Internal Affairs of Ukraine during the whole period of independent development of the state had been constantly taking organizational and practical measures to ensure an effective response to this modern type of transnational crime. It was investigated the genesis of the formation and development of organizational and legal support and forms of international cooperation of special divisions of the Ministry of Interior to combat cybercrime. On the basis of the study it is indicated some of the problems the solution of which will greatly increase the activity efficiency of Ukrainian cyberpolice departments of the National Police.
