The article reveals the peculiarities of mass consciousness of the inhabitants of Lugansk region which influenced the separatist moods of the population. Among the social-psychological preconditions of regional separatism, the author singles out Soviet fundamentalism and illegal economic practices. Soviet author's fundamentalism is defined as stable stereotypes of mass consciousness about the preference for the Soviet way of life (state paternalism, planned economy, social protection guarantees). Non-legal economic practices are a combination of ways to solve life's problems with the help of actions that go beyond the law in force in the country. In Lugansk region, important symbols of the Soviet way of life were concentrated, actively used in the political socialization of the population of the entire Soviet Union. The city of Lugansk in the USSR was called Voroshilovgrad - in honorof the former Lugansk worker Klim Voroshilov who was the nominal head of the Soviet state in 1953-1960. The city of Stakhanov (formerly Kadievka) received its name in honor of the miner Alexei Stakhanov, the initiator of the popular movement for raising labor productivity in the 1930s. In the city of Krasnodon during the Second World War, the underground anti-Nazi youth organization "Young Guard" operated which became widely known after the publication of the same name novel by Alexander Fadeyev which was studied by all schoolchildren of the USSR. Soviet fundamentalism, traditional for the "proletarian" region, became a prerequisite for enhancing the attractiveness of the state ideology of Russian Federation, which adopted the idea of reviving the values of the Soviet way of life. On the other hand, for Lugansk region the high level of involvement of the population of Lugansk region in extra-legal (shadow, criminal, corruption) relations was characteristic which was a consequence of the historical processes of forming a significant part of the population from the marginal layers. The slogans proclaimed by Maidan were perceived as an attempt on the usual order. Hence a massive protest against the European integration of Ukraine is coming from. The results of sociological research and other materials confirming the influence of the allocated prerequisites on the separatist intentions of the inhabitants of Lugansk region are given. It was concluded that among the main directions of social policy to overcome separatism in the mass consciousness of Lugansk citizens should be desovetization of the cultural and information space and decriminalization of labor practices through carrying out radical modernization measures in the economy.
