dc.description.abstractВ статті висвітлено питання конституційних змін щодо стратегічного курсу держави на набуття повноправного членства України в Європейському союзі. Вказано, що задля утвердження обраного напрямку в 2019 році до положень Конституції України були внесені зміни, якими задекларовано: статус Президента України як гаранта реалізації стратегічного курсу держави на набуття повноправного членства України в Європейському Союзі; додаткові повноваження Верховної Ради України щодо визначення засад внутрішньої та зовнішньої політики, реалізації стратегічного курсу держави на набуття повноправного членства України в Європейському Союзі, а Кабінету Міністрів України – в частині забезпечення реалізації стратегічного курсу держави на набуття повноправного членства України в Європейському Союзі. Проведено дослідження змісту, мети та особливостей конституційних змін щодо стратегічного курсу держави на набуття повноправного членства України в Європейському Союзі в різний період часу. Здійснено градацію історичного процесу вступу України до Європейського Союзу на три періоди: 1) з серпень 1991 – січень 2019 року, який характеризується формуванням намірів розбудовувати відносини з Європейським Союзом; 2) з 2019 – лютий 2022 року, який характеризується активним взяття Україною курсу на євроінтеграцію та внесенням конституційних змін щодо стратегічного курсу на набуття повнозначного членства України в Європейському Союзі; 3) з лютого 2022 року – по даний час, який характеризується застосуванням до України спрощеної системи прийняття в члени та наданням їй офіційного статусу кандидата на вступ до ЄС. Проаналізовано особливості кожного періоду, систематизовано нормативно-правові акти, якими супроводжувався історичний розвиток набуття Україною статуту кандидата до Європейського Союзу. Визначено перспективи членства України в Європейському Союзі The article highlights the issue of constitutional changes regarding the state's strategic course towards full membership of Ukraine in the European Union. It is indicated that in order to approve the chosen direction in 2019, changes were made to the provisions of the Constitution of Ukraine, which declared: the status of the President of Ukraine as the guarantor of the implementation of the strategic course of the state to acquire full membership of Ukraine in the European Union; additional powers of the Verkhovna Rada of Ukraine to determine the principles of domestic and foreign policy, implementation of the state's strategic course for Ukraine's full membership in the European Union, and the Cabinet of Ministers of Ukraine - in terms of ensuring the implementation of the state's strategic course for Ukraine's full membership in the European Union. A study of the content, purpose and features of the constitutional changes regarding the strategic course of the state for the acquisition of full membership of Ukraine in the European Union in different periods of time was conducted. Gradation of the historical process of Ukraine's accession to the European Union was carried out into three periods: 1) from August 1991 to January 2019, which is characterized by the formation of intentions to develop relations with the European Union; 2) from 2019 to February 2022, which is characterized by Ukraine's active adoption of a course towards European integration and the introduction of constitutional changes regarding the strategic course for the acquisition of full membership of Ukraine in the European Union; 3) from February 2022 to the present, which is characterized by the application to Ukraine of a simplified system of admission to membership and granting it the official status of a candidate for EU accession. The peculiarities of each period have been analyzed, the normative legal acts that accompanied the historical development of Ukraine's acquisition of the status of a candidate for the European Union have been systematized. The prospects of Ukraine's membership in the European Union have been determined.
