dc.descriptionСтаттю присвячено дослідженню особливостей діяльності Міністерства внутрішніх справ України у сфері захисту прав дітей в умовах правового режиму воєнного стану, а також узагальненню та систематизації наявного позитивного досвіду діяльності органів, що належать до сфери його управління, із реалізації спеціальних повноважень, спрямованих на забезпечення безпеки дітей. Авторкою на підставі аналізу положень чинного законодавства досліджено особливості реалізації заходів Міністерства внутрішніх справ України, Національної поліції України, Державної служби з надзвичайних ситуацій, спрямованих на забезпечення захисту прав дітей, проаналізовано безпекові проєкти, що реалізуються зазначеними органами, зокрема проєкти «Безпечне дитинство», «Безпечна школа», «Спеціаліст з безпеки в освітньому середовищі», «Клас безпеки» тощо. Наведено позитивний досвід Головного управління Національної поліції в Донецькій області щодо напрацювання ефективного алгоритму дій із організації та проведення евакуації дітей з населених пунктів, які знаходяться в місцях проведення бойових дій. Зроблено висновок про те, що Міністерством внутрішніх справ України та органами, що входять до його структури, застосовується комплексний підхід і широкий інструментарій із реалізації заходів із забезпечення прав дітей в умовах воєнного стану. В результаті дослідження визначено актуальні організаційно-правові заходи, що потребують подальшої реалізації у цій сфері The article is devoted to the study of the peculiarities of the activity of the Ministry of Internal Affairs of Ukraine in the field of the protection of children's rights under the conditions of the legal regime of martial law, as well as to the generalization and systematization of the available positive experience of the activities of bodies belonging to the sphere of its management, in the implementation of special powers aimed at ensuring the safety of children. Based on the analysis of the provisions of the current legislation, the author investigated the peculiarities of the implementation of the measures of the Ministry of Internal Affairs of Ukraine, the National Police of Ukraine, the State Emergency Service, aimed at ensuring the protection of children's rights, analyzed the safety projects implemented by the specified bodies, in particular the projects "Safe Childhood", "Safe School", "Safety Specialist in the Educational Environment", "Safety Class", etc. The positive experience of the Main Directorate of the National Police in the Donetsk region regarding the development of an effective algorithm of actions for the organization and evacuation of children from settlements located in the places of hostilities is presented. It was concluded that the Ministry of Internal Affairs of Ukraine and the bodies included in its structure use a comprehensive approach and a wide range of tools for the implementation of measures to ensure children's rights under martial law. As a result of the study, relevant organizational and legal measures that require further implementation in this area were determined.
