Анотація
Як свідчить практика, злочинність і боротьба з нею в Україні є надзвичайно складними й актуальними проблемами. При цьому нестабільність суспільно-політичної та економічної ситуації, недосконалість механізму державного управління, відсутність реального дієвого громадського контролю за діяльністю органів державної влади, зниження життєвого рівня населення, корупція в усіх без винятку гілках влади, у тому числі й у правоохоронних органах, створили умови для розвитку і утвердження злочинності в суспільному житті держави. Більше того, стрімке збільшення (за багатьма показниками) масштабів цього явища, поширення впливу на всі соціальні сфери становлять реальну загрозу національній безпеці, ставлять перед суб’єктами запобігання злочинам нові завдання та змушують відшуковувати революційні дієві заходи, спрямовані на протидію зазначеному вкрай суспільно небезпечному явищу, включаючи й заходи, спрямовані на захист прав потерпілих від злочинів.
As practice shows, crime and the fight against it in Ukraine are extremely complex and pressing problems. At the same time, the instability of the socio-political and economic situation, the imperfection of the public administration mechanism, the lack of real effective public control over the activities of government bodies, the decline in the living standards of the population, corruption in all branches of government, including law enforcement agencies, created the conditions for the development and assertion of crime in the public life of the state Moreover, the rapid increase (by many indicators) in the scale of this phenomenon, the spread of influence on all social spheres pose a real threat to national security, pose new tasks for crime prevention subjects and force them to look for revolutionary effective measures aimed at counteracting this extremely socially dangerous, including measures aimed at protecting the rights of crime victims. The leading role in victimological crime prevention should be played by preventive activities in relation to potential victims, that is, the neutralization of victimogenic determinants of crimes. The theory of victimological modeling is a natural result of the development of victimological thought in criminology, aimed at creating models of victimization for victims of various types of crimes (selfish, violent, etc.) in order to develop measures to provide them with timely victimological assistance. The goals of victimological crime prevention can be achieved through the development and implementation of long-term government programs for such prevention. Modeling and implementation of these programs will create a mechanism for organizing effective victimological prevention, increase the effectiveness of the fight against crime and ensure the victimological safety of individual citizens and society as a whole.
