dc.description.abstractУ статті проаналізовано особливості функціонування та структуру системи поліцейської освіти в Сполучених Штатах Америки. Автор підкреслює, що ключовою рисою американської освітньої моделі є децентралізація, зумовлена федеративним устроєм країни та відсутністю єдиної національної системи стандартів. Досліджено трирівневу структуру професійної підготовки, яка забезпечує поступовий розвиток компетенцій від початкового навчання до підготовки управлінських кадрів вищої ланки. Висвітлено специфіку підготовки фахівців на федеральному, штатному та місцевому рівнях, а також роль спеціалізованих центрів (зокрема федерального центру в штаті Джорджія). Особливу увагу приділено проблемі варіативності навчальних годин (від 320 до 1040 годин залежно від штату) та складнощам взаємозаліку підготовки при переході співробітників між юрисдикціями. Зроблено висновок про необхідність подальшої модернізації системи у напрямі уніфікації стандартів та посилення гуманітарного компоненту, зокрема в питаннях прав людини та деескалації конфліктів. The article analyzes the features of the functioning and structure of the police education system in the United States of America. The author emphasizes that the key feature of the American educational model is decentralization, due to the federal structure of the country and the absence of a single national system of standards. The three-level structure of professional training is studied, which ensures the gradual development of competencies from initial training to the training of senior management personnel. The specifics of training specialists at the federal, state and local levels are highlighted, as well as the role of specialized centers (in particular, the federal center in the state of Georgia). Special attention is paid to the problem of variability of training hours (from 320 to 1040 hours depending on the state) and the difficulties of cross-crediting training when employees transfer between jurisdictions. The conclusion is made about the need for further modernization of the system in the direction of unification of standards and strengthening of the humanitarian component, in particular in issues of human rights and de-escalation of conflicts.
