Л.Тезиси присвячені проблематиці виявлення фальсифікацій у цифрових фотозображеннях під час правоохоронної діяльності. Розглядається стрімкий розвиток технологій як чинник, що полегшує створення якісних підробок (фейків) для злочинних цілей. У роботі аналізуються основні методи редагування: колажування, ретушування, маскування та кадрування. Особлива увага приділяється практичним аспектам виявлення змін, зокрема: дослідженню розмитості контурів та геометричній невідповідності розмірів об’єктів; виявленню джерел світла за кутами падіння тіней; методу оцінки порушень однорідності цифрового шуму, який виникає при матричній зйомці та руйнується під час редагування; вивченню прихованої технічної інформації про параметри зйомки, дати та пристрою. The abstracts are devoted to the problem of detecting falsifications in digital photographic images during law enforcement activities. The rapid development of technologies is considered as a factor that facilitates the creation of high-quality forgeries (fakes) for criminal purposes. The paper analyzes the main editing methods: collage, retouching, masking and cropping. Special attention is paid to practical aspects of detecting changes, in particular: the study of the blurring of contours and geometric inconsistency of object sizes; the detection of light sources by the angles of shadow incidence; the method of assessing violations of the uniformity of digital noise, which occurs during matrix shooting and is destroyed during editing; the study of hidden technical information about the shooting parameters, date and device.Документ Cryptographic methods in ensuring transparency of financial investigations: challenges and prospects(Донецький державний університет внутрішніх справ, 2024) Haborets O. Наголошено на потребі використання спеціальних знань у судочинстві, окреслено етапи становлення експертної діяльності в товарознавстві, а також підкреслено внесок Львівського НДЕКЦ МВС у накопичення та систематизацію практичного й наукового досвіду. Результати досліджень охоплюють чотири напрями: сучасні проблеми судової товарознавчої експертизи, дослідження товарних груп, методологічне вдосконалення експертиз та захист прав споживачів. The theses justify the relevance of establishing a new scientific field — forensic commodity expertology, which systematically explores the functioning and development of forensic commodity examination. Emphasis is placed on the necessity of applying specialized knowledge in the judiciary and the emergence of commodity-related expert activity. The contribution of the Lviv SFIERC of the Ministry of Internal Affairs is highlighted in accumulating and systematizing practical and academic expertise. Еміграція дозволена лише обмеженій категорії громадян, які мають відповідні документи про дозвіл виїзду за межі Батьківщини. Перелік громадян, що не підлягають призову на військову службу під час мобілізації, а також можуть перетинати кордон, визначений статтею 23 Закону України «Про мобілізаційну підготовку та мобілізацію». Однак є особи з особистою метою, яка буває не зовсім законною та порушують установлений порядок прикордонного контролю і пропуску через державний кордон України. In the conditions of a large-scale invasion by the aggressor country national legislation establishes certain restrictions concerning crossing the state border. Emigration is allowed only to a limited category of citizens who have relevant documents on permission to leave the Motherland. List citizens who are not subject to conscription for military service during mobilization, and may also cross the border defined by Article 23 of the Law of Ukraine "On mobilization training and mobilization". The article examines the process of intelligence data analysis and crime investigation, their interconnection, and application in law enforcement. It describes methods of information collection, assessment, and classification, the use of the “Source and Information Reliability Matrix,” and the specifics of investigating war crimes in complex armed conflict and international law conditions. С.; Tulinov V. S.Ці тези присвячені комплексному аналізу арешту, огляду та виїмки кореспонденції як важливих негласних слідчих (розшукових) дій (НСРД) у кримінальному провадженні. Основним об'єктом дослідження є правова регламентація цих дій, закріплена у статті 261 Кримінального процесуального кодексу України (КПК України), яка передбачає втручання в конституційне право на таємницю листування лише на підставі ухвали слідчого судді. Надано розгорнуте тлумачення поняття "кореспонденція" відповідно до Закону України «Про поштовий зв'язок». Автор виокремлює фактичні (наявність істотних відомостей чи речових доказів) та юридичні (ухвала слідчого судді) підстави для застосування арешту, а також розкривають процедуру процесуальної фіксації затримання, огляду та виїмки кореспонденції з обов'язковою участю представника установи зв'язку. Підкреслюється практичне значення цих НСРД, яке виходить за межі простого отримання доказів, охоплюючи також тактичні цілі розслідування: встановлення особистості злочинців, тимчасове блокування комунікацій, застосування методів підміни та встановлення мереж розповсюдження. Зроблено висновок про необхідність подальшого вдосконалення законодавчої регламентації та розробки детальних методичних рекомендацій для збалансування інтересів досудового розслідування та захисту прав і свобод особи. These theses are dedicated to a comprehensive analysis of the arrest, inspection, and seizure of correspondence as important covert investigative actions (CIAs) in criminal proceedings. The main object of the study is the legal regulation of these actions, enshrined in Article 261 of the Criminal Procedural Code of Ukraine (CPC of Ukraine), which stipulates interference with the constitutional right to secrecy of correspondence only on the basis of a ruling by an investigating judge. An expanded interpretation of the term "correspondence" is provided in accordance with the Law of Ukraine "On Postal Communication." The author distinguishes between factual grounds (the presence of essential information or physical evidence) and legal grounds (the investigating judge's ruling) for applying the arrest, and also reveals the procedure for the procedural documentation of the detention, inspection, and seizure of correspondence with the mandatory participation of a communications provider representative. The practical significance of these CIAs is underscored, extending beyond the simple collection of evidence to include tactical goals of the investigation: establishing the identity of criminals, temporary blocking of communications, application of substitution methods, and the establishment of distribution networks. Продуктивна міжнародна взаємодія сприяє ефективного розслідуванню, якісному документуванню злочинів проти населення України, що посилюватиме позицію обвинувачення під час розгляду справ в міжнародних судах. Подальший розвиток форм співпраці є необхідним для протидії воєнним злочинам, забезпечення невідворотності покарання винних. Реалізація ініціативи щодо створення комплексної міжнародної платформи з підтримки України у розслідуванні воєнних злочинів може стати вагомим інструментом для досягнення цієї мети. The issue of international cooperation between units of the National Police of Ukraine in investigating war crimes was examined. Attention was focused on cooperation with international institutions (Europol, ICC), and examples were given of the activities of joint investigation teams working with international organisations. Productive international cooperation contributes to effective investigation and high-quality documentation of crimes against the population of Ukraine, which will strengthen the position of the prosecution during the consideration of cases in international courts. Further development of forms of cooperation is necessary to counteract war crimes and ensure that the guilty are punished. The implementation of the initiative to create a comprehensive international platform to support Ukraine in investigating war crimes could be a powerful tool for achieving this goal.Документ Виклики та перспективи кібербезпеки в умовах воєнного стану(Донецький державний університет внутрішніх справ, 2024) Лунгол О. Підкреслено, що стрімкий розвиток технологій, зокрема Інтернету речей (IoT), штучного інтелекту (AI) та квантових обчислень, створює нові ризики для інформаційної безпеки держави. Проаналізовано основні кіберзагрози – кібершпигунство, кіберсаботаж, кібертероризм, а також дезінформаційні кампанії у цифровому просторі. Наведено приклади типових атак на критичну інформаційну інфраструктуру та способи їхнього запобігання. Особливу увагу приділено діяльності Департаменту кіберполіції України та заходам із посилення захисту державних і приватних інформаційних систем. Автором визначено основні напрями підвищення кіберзахисту. The article examines the modern challenges and prospects for the development of cybersecurity under martial law. It emphasizes that the rapid advancement of technologies such as the Internet of Things (IoT), Artificial Intelligence (AI), and quantum computing creates new risks for the state's information security. The paper analyzes key cyber threats – cyber espionage, sabotage, terrorism, and disinformation campaigns in the digital space – and outlines typical attacks on critical information infrastructure. Special attention is given to the activities of the Cyber Police Department of Ukraine and measures aimed at strengthening the protection of state and private information systems.
