Анотація
У статті проаналізовано класифікацію принципів публічної служби. Доводиться, що принципи державної служби мають першорядне значення для розуміння природи системи державної служби. У суспільних науках під принципами зазвичай розуміють вихідні положення або теоретичні ідеї, які відображають об’єктивні закономірності суспільного і державного розвитку. Принципи державної служби відображають об’єктивні закономірност і є основними ідеями, які визначають напрями реалізації компетенції, завдань і функцій державних інституцій та статусу державних службовців. Принципи визначають важливість, закономірність і соціальну цінність відносин, що виникають у системі публічної служби. При цьому всі принципи взаємопов’язані: дотримання одних з них сприяє реалізації інших, і, навпаки, порушення будь-якого з них негативно впливає на реалізацію інших. Основною метою правового закріплення принципів державної служби є визначення засад організації та функціонування державної служби. Доводиться, що в статті 4 Закону України «Про державну службу» від 10 грудня 2015 року № 889-VIII, визначено, що державна служба здійснюється з дотриманням таких принципів: верховенства права; законності; професіоналізму; патріотизму; доброчесності; ефективності; забезпечення рівного доступу до державної служби; політичної неупередженості; прозорості; стабільності. Доводиться, що аналізуючи новітні принципи державної служби, закріплені в Законі «Про державну службу» 2015 року, можна зробити висновок, що ці важливі та фундаментальні зведення ідей становлять основу всієї системи державної служби,цілі якої мають бути спрямовані на людину, враховуючи не тільки державну службу,а й потенційні можливості та наявні ресурси суспільства та публічної адміністрації.
The article analyzes the classification of principles of public service. It is argued that the principles of public service are of paramount importance for understanding the nature of public service. In the social sciences, principles usually mean initial positions or theoretical ideas that reflect the objective laws of social and state development. The principles of civil service reflect objective patterns and are the main ideas that determine the directions for the implementation of the competence, tasks and functions of public institutions and the status of civil servants. The principles determine the importance, regularity and value of relationships arising in the public service system. Moreover, all principles are interconnected: compliance with some of them contributes to the implementation of others, and, on the contrary, violation of any of them has a negative impact on the implementation of others. The main purpose of the legal consolidation of the principles of civil service is to determine the foundations of the organization and functioning of the civil service. It is proved that in Article 4 of the Law of Ukraine «On Civil Service» dated December 10, 2015 No. 889-VIII, it is determined that civil service is carried out in compliance with the following principles: the rule of law; legality; professionalism; patriotism; virtues; efficiency; ensuring equal access to public service; political impartiality; transparency; stability. It is proved that by analyzing the latest principles of civil service, enshrined in the Law «On Civil Service» of 2015, we can conclude that these important and fundamental summaries of ideas form the basis of the entire civil service system, the goals of which should be aimed at the person, taking into account not only the civil service . service, but also the potential capabilities and resources of society and public administration.
