V.Вища освіта України не залишилася осторонь політичних та економічних турбулентностей, які держава переживає ще з 2014 року, але які досягли апогею з часу повномасштабного воєнного вторгнення. Обмежене розуміння впливу війни на систему вищої освіти є джерелом ще більш згубних наслідків для діяльності українських ЗВО. Постановка проблеми. Необхідне не тільки усвідомлене ставлення до того, що відбувається наразі у сфері вищої школи, але й розуміння того, які перспективи чекають на українські виші після війни, як має змінюватися вища освіта в країні, аби не просто вистояти в період критичних загроз, але й розбудуватися після закінчення воєнного стану. Аналіз останніх досліджень і публікацій. У розвідці проаналізовано наявну літературу з теми, визначено темпоральний контекст трансформацій вищої освіти, звернено увагу на деструктивні чинники війни й підтримку світових вишів, яка в період воєнного стану є умовою стимулювання сили українських ЗВО та забезпечення українських здобувачів можливістю здобувати вищу освіту в безпечних умовах за кордоном і заразом отримувати новий досвід викладання українським науковцям. Проте це й загроза отримати відтік кадрів і абітурієнтів і в повоєнній перспективі. Обговорено контекст глобалізації та цифровізації. Метою поточної статті є визначення перспектив трансформації української вищої освіти у післявоєнний період у світлі сучасних умов розвитку, переваг, які відкриваються для українських ЗВО на тлі підтримки світовою академічною спільнотою та водночас на тлі загроз, які становлять світові виші для вітчизняної галузі вищої освіти через переважну неготовність українських ЗВО до жорсткої конкуренції в умовах глобалізації й боротьби з наслідками війни. Higher education in Ukraine has not remained aloof from the political and economic turbulences that the state has been experiencing since 2014, but which have reached their peak since the full-scale military intrusion. The limited understanding of the impact of the war on the higher education system is the source of even more detrimental consequences for the activities of Ukrainian higher education institutions. Formulation of the problem. It is necessary not only to have a conscious attitude to what is currently happening in the field of higher education, but also to understand what prospects await Ukrainian higher education institutions after the war, how higher education in the country should change in order not only to withstand the period of critical threats, but also to develop after the end of martial law. Analysis of recent research and publications. The research analyzed the existing literature on the topic, determined the temporal context of transformations of higher education, drew attention to the destructive factors of war and support of world universities, which during the period of martial law is a condition for stimulating power Ukrainian higher education institutions and providing Ukrainian applicants with the opportunity to obtain higher education in safe conditions abroad and at the same time to gain new experience in teaching Ukrainian scientists. However, this is also a threat to the outflow of personnel and entrants in the post-war perspective. The context of globalization and digitalization is discussed. The purpose of the current article is to determine the prospects for the transformation of Ukrainian higher education in the post-war period in the light of modern conditions of development, advantages, which are opening for Ukrainian higher education institutions against the background of support from the world academic community and at the same time against the background of threats, which constitute world universities for the domestic field of higher education due to the overwhelming unpreparedness of Ukrainian higher education institutions for tough competition in the conditions of globalization and the fight against the consequences of war.Документ Стійкий розвиток вищої освіти України в умовах війни та глобальних викликів XXІ століття(Причорноморський науково-дослідний інститут економіки та інновацій, 2023) Ніколенко К.В.; Пимоненко М.М.; Мошкіна О.Л.; Nikolenko K.V.; Pymonenko M.M.; Moshkina O.L.Статтю присвячено дослідженню перспектив стійкого розвитку вищої освіти України в ситуації повномасштабної війни російської федерації проти України. Визначено, що основними викликами, які постали перед учасниками освітнього процесу в актуальних умовах є обмеження фінансування, суттєве зменшення кадрового персоналу та потоку вступників, а також необхідність оперативної адаптації нормативної бази та освітнього процесу до вимог сучасності. Більш того, неабияку загрозу становить знищення закладів освіти окупаційними військами. Встановлено, що переважна більшість викликів, що постають перед інститутом вищої освіти наразі ускладнюють процес реалізації Стратегії розвитку вищої освіти України. Значною мірою збільшено навантаження на працівників відповідних установ, зростає кількість стресорів та психотравмуючих чинників, що також зменшують ефективність виконання поставлених задач. Водночас, скорочення персоналу, труднощі з налагодженням потоку фінансування демотивують фахівців, що продовжують свою діяльність в таких умовах. Доведено також, що освітня еміграція студентів українських ЗВО набуває неабияких масштабів. В свою чергу, дана тенденція обумовлює відтік кваліфікованих кадрів та втрати ВВП держави. Актуальна ситуація потребує оперативної діяльності сегменту управління освітніх установ та державних органів, оскільки постає загроза стагнації вищої школи України, спричинена воєнними подіями на території держави. На противагу, у ході теоретичного аналізу джерел, виявлено, що науково-педагогічні працівники та адміністративний персонал у закладах вищої освіти України мають можливості до реалізації принципів стійкого розвитку навіть у сучасних реаліях. Зокрема, шляхом відновлення та поліпшення системи вищої освіти є залучення недержавних джерел фінансування, розширення міжнародних освітніх та дослідницьких можливостей, оновлення чи створення систем комунікаційних стратегій, а також підтримка систем психологічного супроводу учасників освітнього процесу. Наразі спостерігається інтенсифікація у створенні інтернаціональних дослідницьких та освітніх проєктів, до яких залучаються українські фахівці. The article is devoted to the study of the prospects for the sustainable development of higher education in Ukraine in the situation of a full-scale war of the Russian Federation against Ukraine. It was determined that the main challenges faced by the participants of the educational process in current conditions are funding restrictions, a significant reduction in personnel and the flow of entrants, as well as the need for prompt adaptation of the regulatory framework and the educational process to modern requirements. Moreover, the destruction of educational institutions by the occupying forces poses a considerable threat. It has been established that the vast majority of challenges facing the institute of higher education currently complicate the process of implementing the Strategy for the Development of Higher Education of Ukraine. The workload on the employees of the relevant institutions has increased to a great extent, the number of stressors and psycho-traumatic factors is increasing, which also reduce the effectiveness of the tasks. At the same time, staff reduction, difficulties in establishing a flow of financing demotivate specialists who continue their activities in such conditions. It has also been proven that the educational emigration of students of Ukrainian higher education institutions is gaining considerable scale. In turn, this trend causes the outflow of qualified personnel and loss of the state's GDP. The current situation requires operational activity of the segment management of educational institutions and state bodies, as there is a threat of stagnation of higher education in Ukraine caused by military events on the territory of the state. On the contrary, during the theoretical analysis of the sources, it was found that scientific and pedagogical workers and administrative staff in higher education institutions of Ukraine have opportunities to implement the principles of sustainable development even in modern realities. In particular, the way to restore and improve the higher education system is to attract non-state funding sources, expand international ones educational and research opportunities, updating or creating systems of communication strategies, as well as supporting psychological support systems for participants in the educational process. Currently, there is an intensification in the creation of international research and educational projects in which Ukrainian specialists are involved.
